This acts as an async wrapper around `LruCache` making it possible to build new cache classes that perform asynchronous IO with external systems.
This doesn't change function of the cache at all but prepares for the possibility of external backed, or combination external/local backed, event cache. This does separate the cache invalidation into two options: the local in memory cache and any asynchronous cache (which is currently the same thing). This means that the worker invalidating objects on changes must call the async method and the local method is reserved for invalidations received over replication.

I assume that doing the invalidations in this order is important. It might be nice to add some comments explaining why and saying how this works.

This feels like it's poking into the implementation of AsyncLruCache
. It might be better to give AsyncLruCache
an invalidate_local_only
method or something.

Some experimental prep work to enable external event caching based on #9379 & #12955. Doesn't actually move the cache at all, just lays the groundwork for async implemented caches.
One change here is the invalidation is now divided into two types: async which the "primary" invalidator must call and local which is for replication based invalidation that happens after the async invalidation is completed. Any external cache is thus invalidated after database update and before local in memory process caches.
This should solve the original invalidation problem spotted in #9379 unblocking implementation of actual external cache classes. Passes tests & complement w/workers locally. This work is primarily for our own use, but I figured it may at this point be useful prep when that day comes; close if there's other plans!
