Update all the CI actions

Also adds a job for the scheduled CI run to only run if there has been a commit in the last 24h (StackOverflow)

This seems to also to significantly reduce the time for upload/download artifacts. (1min for uploading Complement logs before, vs. 2s now and 3min for downloading Complement logs before, vs 2s now)
