Merge #219

219: Use AtomicPtr for race::OnceRef to avoid ptr-int-ptr r=matklad a=Imberflur

Same rationale as #185

Potentially, a `OncePtr` abstraction could be factored out and used in both `OnceBox` and `OnceRef`.
