RPC endpoint for column info with metadata

Fixes #3701

This PR includes a new endpoint along with some function/class name changes

• Added columns.list_with_metadata
• columns.metadata.patch -> columns.metadata.set
• ColumnMetaData -> ColumnMetaDataRecord
• SettableColumnMetaData -> ColumnMetaDataBlob
• patch_columns_meta_data -> set_columns_meta_data

Can you also remove all the default values on the ColumnMetaData model like we did for tables?
