Notable changes

Bumped Node.js LTS to v18.17.0.
Marp Core has been bumped to v3.8.0.
chrome-launcher has bumped major version v1. (only ESM package)

Warning
The latest core is no longer using a global highlight.js instance. To customize Marp's highlight.js in the function engine, you have to get access to the highlight.js instance through highlightjs getter of marp instance.
