Show surface names in agent rows

Summary

Show user-assigned pane surface names in Agents panel rows so sibling agents in the same tab remain distinguishable. User names append to the existing live title, while unnamed panes and auto-generated titles keep their prior behavior; duplicate labels are suppressed.

Testing

• Regression-only commit 7ea89d6f0a: hosted UI test run executed 3 tests and failed the 2 named-surface assertions as expected.
• Fix commit 09cc35eaee: hosted UI test run passed all 3 tests.
• Tagged cloud build completed for sym9322.
• Runtime verification against /tmp/cmux-debug-sym9322.sock: a workspace named my-repo with live title workers, user surface name fix-pr93, and working Claude status projected the Agents row label as workers · fix-pr93.

Localization audit: no user-facing words or localization keys were added; the row uses the existing middle-dot separator, so no catalog changes are required.
