ci(dev publisher): verify takes an idle owned runner before it waits on the fleet - #35388
The DEV publisher's verify job does 1.5 minutes of work but queued a median of 7 minutes and up to 67 minutes before it started (run 41814294095: created 10:28Z, started 11:36Z). It waits on glaeda-std-xcode-26.6 behind long fleet jobs. At 12:28Z that label had 0 runners online and 22 jobs queued, the oldest for 2 hours. Meanwhile three glaeda-root-std-xcode-26.6 runners on another Mac sat idle, with no job queued on any of their labels.
Leo, 2026-11-04: "that dev build took WAY too long to get to me ... A 'dev build' often doesn't require the full-ass thing I feel like".
Verify now takes an owned runner that is free right now, when there is one.
scripts/ci/e2e_runner_pool.py --free-now prints an owned std label (a pool from CI_OWNED_POOL_SLOTS on the lane's Xcode pin, or its root label) that has an online, idle runner whose labels have nothing queued in the janitor snapshot. Otherwise it prints nothing.
The picker already counts a pool family's whole queue against every runner in it. That count reads an idle runner carrying none of the queued labels as taken, so the existing pick could not see these runners.
The runner list uses the routing App token; the snapshot uses the job's own token.
The runner job's pool step asks --free-now last and lets its answer replace verify's label. tip-dmg-build keeps its own pick. With nothing free now, or a failed read, the existing pick stands unchanged.
The persistent-pool marker now counts 2 jobs only when tip-dmg-build shares verify's label.
The trust gate is unchanged. Verify's runs-on text, its checks (sha256, ditto, codesign --verify --deep --strict, the signed-app and sidecar checks) and publish's dependency on verified == 'true' are untouched. Verify still runs only on a std-class owned Mac with the lane's Xcode pin, never light (the 188 MB download rule).
Risk: placement of one secret-free job. The worst case is that the idle runner is taken in the seconds between the pick and the job queuing; verify then waits on that label, which the owned-pool rescue watches, as it does today.
Validation
New test test_free_now_finds_an_idle_runner_no_queued_job_waits_for replays the incident shape. Its negative cases are a queued label on the idle runner, busy and offline runners, the light class, another Xcode pin, no runners read, no snapshot, owned pools off, and a failed read. It also checks the token order and the workflow wiring.
Fleet run 41830823124 at 523f855 passed 15 test files:
actionlint 1.7.12 on the workflow reports only the SC2129 style note that main already has on this step.
Observed / Not run
Observed: the tests above, and the incident numbers from the fleet dashboard and the run logs.
Not run: a live publisher run. The pool step checks out the default branch's scripts and sign runs only on a main dispatch, so the first real pick happens after merge. The runner job's log line free now: ... shows what it chose.

Summary by cubic
The DEV publisher's verify job now takes an owned runner that is free at queue time instead of waiting on the fleet, which previously delayed it by a median of 7 minutes and up to 67. The pool step asks --free-now, which names an owned std label (the configured pool or its root label, on the lane's Xcode pin) whose runner is online, idle, and has no queued job on any label it carries. When nothing is free or the read fails, the existing pick stands unchanged.
Notes
tip-dmg-build keeps its own pick; verify's checks and publish's dependency on verified == 'true' are untouched.
The persistent-pool marker now counts 2 jobs only when tip-dmg-build shares verify's label.
The worst case is the idle runner being taken in the seconds between the pick and the job queuing; the owned-pool rescue then watches that label as it does today.
Written for commit ad6367a. Summary will update on new commits.
Summary by CodeRabbit
Chores
Automated verification now prefers an owned runner that is online, idle, and free of queued work. If none qualifies, it retains the previous runner selection.
macOS test-pool tracking now reflects whether verification and disk-image tasks use the same runner.
Added checks for runner availability, queued work, missing state information, and workflow selection behavior.
…on the fleet
The DEV publisher's verify (1.5 min of work) waited a median of 7 min and up
to 67 min on glaeda-std-xcode-26.6 behind long fleet jobs (run 41814294095:
0 runners online, 22 jobs queued) while glaeda-root-std-xcode-26.6 runners
with no queued job sat idle on another Mac. The pool step now asks
e2e_runner_pool.py --free-now first: an owned std label (pool or root label,
the lane's Xcode pin) with an online idle runner whose labels have nothing
queued in the janitor snapshot. Without one, the existing pick stands.

Review (subagent, correctness first): SHIP at 523f855
An independent Opus review subagent read the diff and the surrounding code statically. It found no correctness bug. Its notes:
verify's runs-on text is unchanged, so rule 6 (OWNED_VERIFY_JOBS) still matches. CMUX_CI_XCODE_APP resolves to the lane's PR Xcode, which a root label also carries.
A failed read or an exception leaves free empty, and the existing pick stands.
--free-now imports only pr_runner_pool and simple_pool_picker, both in the sparse checkout.
The rescue and the janitor accept a root label in the marker through persistent().
Minor, accepted: free_now() reads queued but not the snapshot's committed. If another run has reserved a root runner but not yet queued its job, verify can take that runner and the other job waits about the length of a verify.
When verify moves off tip-dmg-build's label, the marker counts verify's job alone, and the janitor counts tip-dmg-build only once it is queued.
Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on ad6367af5c (run). This covers only the fast guards, not CI: CI's result is ci-status.
Merge receipt for ad6367af5c: every check was green at merge (14 verified; 24 skipped by policy). Full suite runs on main after merge.
The CI workflow now checks for an idle owned standard runner with no queued jobs before assigning the verification label. The new --free-now option evaluates runner and pool queue data. Tests cover selection criteria, unavailable data, CLI reads, and workflow integration.

Summary
Free-now eligibility and CLI scripts/ci/e2e_runner_pool.py
Adds free_now() and --free-now to select an owned or root label whose runner is online and idle, with no queued jobs on any of its labels.
The workflow uses a qualifying glaeda-* label for verification while retaining the existing DMG label. The persistent-pool artifact marks two-machine use only when the labels match. Tests cover selection criteria, CLI reads, and workflow behavior.

Mergeable with awareness of the brief runner-reservation gap, which can delay the DMG job if another run takes its capacity. The workflow currently preserves the separate DMG pick.

Full details: Title check
Explanation
The title names the main change: the DEV publisher's verify job now takes an idle owned runner before it waits on the fleet. The changeset adds a --free-now route to the runner pool picker and wires it into the workflow's runner selection, which matches the title. The title is specific and under the length guidance, but it is a little long and uses the parenthetical scope 'ci(dev publisher)'.
Full details: Description check
Explanation
The description follows the template's main headings: Summary, Testing, Changelog, and Proof-style content. It leads with the problem (verify waited a median of 7 minutes and up to 67 minutes on a busy label) and then the resulting behavior. The Testing section separates tests run from the live run not performed, and it has the Observed / Not run subsection that the template asks for on fix PRs. The Changelog says 'none', which fits an internal CI change. The Proof section is missing: the template asks for a one-line reason when no user-visible change exists, and the description gives none. The checklist is absent, and the Testing section does not state the focused command that fails on base and passes on head. These gaps are minor, so the description is mostly complete.
Full details: Cmux Cloud Persistent Session And Early Input
Explanation
The pull request changes only the DEV publisher workflow, CI runner-pool selection, and runner-pool tests. The diff introduces no Cloud terminal creation, cmux-tui transport, Ghostty runtime, input attachment, or auth/idempotency/revision/lease behavior. The cloud persistent-session rule is therefore not applicable.

Full details: Cmux Swift Blocking Runtime

PASS: The pull request changes only one GitHub workflow, one Python CI helper, and one Python test file. The reviewed range contains no Swift files or production Swift code, so it does not introduce or expand the Swift blocking or timing primitives covered by this check.
Full details: Cmux Browser Automation Off-Main
Explanation
The pull request changes only the DEV workflow, CI runner-pool Python code, and its tests. The authoritative diff contains no browser socket commands or changes to WebKit, AppKit, mainActor, processV2Command, socketWorkerMethods, or browser automation routing. The custom check is not applicable.
Full details: Cmux Expensive Synchronous Load
Explanation
The pull request changes only a GitHub workflow, a Python CI script, and Python tests. The reviewed diff contains no Swift files or Swift production changes, so it cannot add an expensive synchronous Swift agent-history load.
Full details: Cmux Cache Substitution Correctness
Explanation
The check is not applicable. The authoritative pull-request diff changes only .yml and Python files: the workflow adds runner placement logic, scripts/ci/e2e_runner_pool.py adds live runner and snapshot reads, and tests cover that logic. It does not change production Swift, TypeScript, or JavaScript, and it does not substitute a cache in a persistence, history, undo, or snapshot path.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The changed runtime script adds synchronous runner and snapshot reads plus label selection; it adds no sleep, timer, polling loop, fixed backoff, or wall-clock wait. The workflow YAML changes only CI runner-selection orchestration, which the rule excludes. The added tests are test-only scaffolding.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only a GitHub Actions workflow, a Python runner-pool script, and a Python test. The reviewed diff contains no Swift files or Swift code, so it does not introduce or expand any Swift concurrency pattern covered by this check.
Full details: Cmux Swift Package Boundaries
Explanation
The reviewed diff changes only one GitHub Actions workflow, one Python CI script, and one Python test file. It contains no Swift production changes, so the Swift package-boundaries rule does not apply.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes only one workflow, one Python CI script, and one test file. The reviewed diff contains no Package.swift, Package.resolved, .gitignore, Xcode project, or SwiftPM package-reference changes. Therefore, it introduces none of the SwiftPM lockfile policy violations.
Full details: Cmux Swift Logging
Explanation
PASS: The pull request changes only a GitHub Actions workflow, Python runner-pool code, and Python tests. It adds no Swift or Objective-C runtime files and introduces no production Swift logging. The CLI stderr messages are explicitly permitted CLI output.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS: The reviewed changes are limited to an internal GitHub Actions workflow, its CI runner-pool helper, and tests. The new --free-now output is emitted to CI stderr/stdout and is used only by .github/workflows/cmux-next-dev-daily.yml to select runs-on; the workflow is guarded to the repository’s main workflow_dispatch path. No changed path reaches the cmux app UI, product CLI, or product API. The provider names, runner labels, snapshot terms, and diagnostics therefore remain internal CI/operator output covered by the rule’s exception.
Full details: Cmux Full Internationalization
Explanation
The PR changes only a GitHub Actions workflow, CI runner-pool code, and tests. Added comments, CLI diagnostics, and runner-selection logs are operational/developer-facing text. The diff adds no Swift UI text, app or web localization entries, API response copy, rendered markdown, or changelog content. Therefore the internationalization failure conditions do not apply.
Full details: Cmux Swiftui State Layout
Explanation
PASS: The pull request changes only one YAML workflow and two Python files. The authoritative diff contains no Swift, SwiftUI, ObservableObject, @Published, @Observable, GeometryReader, lazy/list row, AppKit bridge, or render-time state changes. The SwiftUI state-layout check is not applicable.
Full details: Cmux Architecture Rethink
Explanation
PASS: The pull request changes only a GitHub workflow, Python runner-pool code, and Python tests. It changes no Swift files and introduces no Swift architecture change. The Swift-specific failure conditions therefore do not apply.
Full details: Cmux Source Artifacts
Explanation
The PR changes only an intentional workflow configuration, a hand-written CI Python script, and its test file. No logs, screenshots, recordings, caches, temp directories, dependency checkouts, build output, or broad scratch directories enter the diff.
Full details: Cmux Algorithmic Complexity
Explanation
The new production path in scripts/ci/e2e_runner_pool.py:649-655 performs a full scan of runners for every candidate label. Each runner scan also rebuilds its label list and scans those labels for queued jobs at lines 650-654. This is approximately O(C×R×L), where C is configured candidate labels, R is the runner listing, and L is labels per runner. LiveState.runners() can read up to 50 pages of 100 runners, and the code documents an org listing of 2,862 runners. The PR adds this repeated scan without a measurement or explicit small bound.
Resolution
Build one index in a single pass over runners: normalize each runner's labels, retain eligible online idle runners, and compute whether any carried label has queued work. Then resolve each candidate label through a dictionary or set. This changes the selection path to approximately O(R×L+C) and avoids rescanning the runner collection for every candidate.

Count the DMG machine when verify takes a root label.
When verify takes a root label and tip-dmg-build keeps the pool label, this expression records one job. The run still places two owned machines. Until tip-dmg-build is queued, the janitor reserves only one machine on the pool. Another pick can then take the machine that tip-dmg-build needs. The marker format carries one peak for both the root and pool labels, so changing this expression alone would also over-reserve the root label. Pick a marker shape that records the pool demand separately.

Thanks. The gap is real, but it lasts only seconds. verify and tip-dmg-build both have needs: [sign, runner], so both queue as soon as the runner job finishes, a few seconds after this marker is uploaded. From then on the janitor counts tip-dmg-build from its own queued job on the pool label. Before that, a marker of 2 on the root label would over-reserve the root label. So this keeps the 1-job marker. A marker that carries two pools is a format change for the janitor and the rescue, and it isn't worth that for a window of a few seconds.
The reason will be displayed to describe this comment to others. Learn more.
@teamleaderleo Understood. Both jobs become eligible when runner finishes. The remaining concern is the pre-queue accounting gap, which you accept. Keeping the 1-job marker avoids over-reserving the root label. I won’t pursue the marker-format change for this PR.

If the glaeda-*) dmg_label="$label" ;; block moves below the --free-now override, tip-dmg-build takes verify's label instead of its own pick. The current assertions do not detect that move. The current workflow is correct, so this is a coverage improvement. Add an order assertion that the DMG case block precedes the override.

Add an order assertion in the test covering the free-now override to verify the
`glaeda-*) dmg_label="$label" ;;` case appears before `free="$(pick 1
--free-now)"`. Preserve the existing label assertions and workflow behavior.

The DEV publisher's
verifyjob does 1.5 minutes of work but queued a median of 7 minutes and up to 67 minutes before it started (run 41814294095: created 10:28Z, started 11:36Z). It waits onglaeda-std-xcode-26.6behind long fleet jobs. At 12:28Z that label had 0 runners online and 22 jobs queued, the oldest for 2 hours. Meanwhile threeglaeda-root-std-xcode-26.6runners on another Mac sat idle, with no job queued on any of their labels.Leo, 2026-11-04: "that dev build took WAY too long to get to me ... A 'dev build' often doesn't require the full-ass thing I feel like".
Verify now takes an owned runner that is free right now, when there is one.
scripts/ci/e2e_runner_pool.py --free-nowprints an owned std label (a pool fromCI_OWNED_POOL_SLOTSon the lane's Xcode pin, or its root label) that has an online, idle runner whose labels have nothing queued in the janitor snapshot. Otherwise it prints nothing.--free-nowlast and lets its answer replace verify's label. tip-dmg-build keeps its own pick. With nothing free now, or a failed read, the existing pick stands unchanged. The trust gate is unchanged. Verify's
runs-ontext, its checks (sha256,ditto,codesign --verify --deep --strict, the signed-app and sidecar checks) and publish's dependency onverified == 'true'are untouched. Verify still runs only on a std-class owned Mac with the lane's Xcode pin, never light (the 188 MB download rule).Risk: placement of one secret-free job. The worst case is that the idle runner is taken in the seconds between the pick and the job queuing; verify then waits on that label, which the owned-pool rescue watches, as it does today.
Validation
test_free_now_finds_an_idle_runner_no_queued_job_waits_forreplays the incident shape. Its negative cases are a queued label on the idle runner, busy and offline runners, the light class, another Xcode pin, no runners read, no snapshot, owned pools off, and a failed read. It also checks the token order and the workflow wiring.mainalready has on this step.Observed / Not run
signruns only on a main dispatch, so the first real pick happens after merge. The runner job's log linefree now: ...shows what it chose.Changelog

The DEV publisher's
verifyjob now takes an owned runner that is free at queue time instead of waiting on the fleet, which previously delayed it by a median of 7 minutes and up to 67. The pool step asks--free-now, which names an owned std label (the configured pool or its root label, on the lane's Xcode pin) whose runner is online, idle, and has no queued job on any label it carries. When nothing is free or the read fails, the existing pick stands unchanged.Notes
tip-dmg-buildkeeps its own pick; verify's checks and publish's dependency onverified == 'true'are untouched.tip-dmg-buildshares verify's label.Written for commit ad6367a. Summary will update on new commits.
