ci(owned-pool rescue): list backend.yml, whose push guard reads the Linux pool - #30840
tests/test_ci_owned_pool_sources.py fails on feat-cmux-next with .github/workflows/backend.yml: job migrations-push-guard reads vars.RUNNER_POOLS. cmux#30685 introduced that read (my lane) and cmux#30761 kept it deliberately as the job's secretless fleet route. The test wants main's scripts/ci/owned_pool_rescue.py to either watch the workflow or list it as unrescued.
Change: backend.yml goes into UNRESCUED_WORKFLOW_PATHS, with the reason. The job holds no secret, runner_pools.py keeps the pool on a live member, and the next backend push supersedes a stuck run. The deploy jobs take bounded Blacksmith routes that the rescue doesn't act on. The rescue's behaviour does not change: an unrescued entry makes it do nothing.
Tests: on this tree, test_ci_owned_pool_sources and test_ci_owned_pool_rescue pass. Against the feat-cmux-next tree (87b4c90), owned_pool_sources.owned_workflows() minus this file's watched and unrescued paths is now empty.
…inux pool
On feat-cmux-next backend.yml's migrations-push-guard reads
vars.RUNNER_POOLS.linux (cmux#30685, kept by #30761), so
tests/test_ci_owned_pool_sources.py fails there until main's rescue names it.
It goes to UNRESCUED_WORKFLOW_PATHS: the job holds no secret, the pool is
kept on a live member, and the next backend push supersedes a stuck run.

Review (subagent claude-opus-5-5 medium): SHIP at d59559e
Follow-ups: the reason's "the next backend push supersedes a stuck run" is inaccurate (cancel-in-progress: false, so a stuck run holds later pushes pending until its timeout or a cancel); fixed forward in the reason text.
Main is under a merge hold ("dont push to main"), so this can't land now. The feat-cmux-next red it addresses (test_ci_owned_pool_sources on backend.yml's migrations-push-guard) stays until main reopens or the test learns to read a feat-side list. Also, per the review, the reason's "next backend push supersedes a stuck run" should read "its job timeout or a cancel clears a stuck run" — I'll fix that when this can land.
Lands when main reopens. Until then, #30867 (merged as 1b95d04) carries the same acknowledgement in feat-cmux-next's rescue copy, and the test accepts it from either copy. Once this lands, a follow-up drops feat's copy.

Walkthrough
The unrescued-workflow mapping now includes .github/workflows/backend.yml and a description of its Linux routes, migration guard, and deployment jobs.
Issue 30131 reports a failure in the owned-pool workflow coverage test. This change adds backend.yml to the unrescued mapping checked by that invariant.
Suggested reviewers:azooz2003-bit
Merge Risk: Low · up to c68dd
The mapping leaves rescue behavior unchanged, but its explanation incorrectly suggests that another push clears a stuck run. Correct the wording to avoid misleading maintainers; the remaining risk is bounded.

Explanation
PASS. The diff only adds .github/workflows/backend.yml and an internal rationale to UNRESCUED_WORKFLOW_PATHS in scripts/ci/owned_pool_rescue.py. The text concerns CI rescue behavior and is not user-facing error, alert, API output, or product CLI output. The rule explicitly allows provider and configuration names in internal CI and deployment tools.
Full details: Cmux Full Internationalization
Explanation
PASS. The pull request changes only scripts/ci/owned_pool_rescue.py by adding .github/workflows/backend.yml to an operational CI exclusion map with a reason. Correct the reason text for backend.yml. The reason says the next backend push supersedes a stuck run. The PR's later correction says that does not happen, because cancel-in-progress is false. A stuck run is cleared by its job timeout or a cancel. A maintainer who relies on this text may wait for a new push instead of cancelling the run. The rescue code does not read this text, so the change affects only the documented rationale.
