Removes the one-off platform-dev-secrets.yml added in #30461. It ran once (success) and put JWT_PRIVATE_JWK and CLOUD_FREESTYLE_API_KEY on cmux-platform-development. Left in place it would rerun on any edit. A removal of one file; no other change.

• The workflow already ran once successfully, so the secrets are in place and deleting the file prevents it from re-running on future edits.
• Drops the removed workflow from the CI single-size allowlist in tests/test_ci_linux_single_size.py.
