The defaults guard’s independent SHIP receipt is posted as a normal pull request comment by the review router. The existing rerun workflow only listens for pull_request_review, so the guard remains red even after a valid exact-head receipt is present.
This workflow lives on main, GitHub’s default branch, so issue_comment events actually load it. It accepts only comments on same-repository feat-cmux-next pull requests whose first line is Review (...): SHIP at <current 40-character head>, and whose author is an OWNER, MEMBER or COLLABORATOR. It then reruns the existing trusted defaults guard; the guard itself remains the authority for reviewer and default validation. Pull request review events keep their existing behavior.
Leo: “If you get blocked, unblock yourselves, find a way, fix the waiting, fix the root causes.” This removes the waiting caused by a valid review receipt being posted through the comment path.
Validation: workflow YAML parsed successfully; shell syntax for the new step passed; git diff --check passed. The workflow-only main checkout is sparse and does not contain the repository’s pre-push script. No trust lists, secrets, checkout sources or guard validation were changed.
Risk: issue-comment events can only start a rerun after same-repository, trusted-author, exact-head receipt checks. The rerun still uses the existing base-trusted guard and cannot make an invalid receipt pass.

Summary by cubic
Fixes the defaults guard staying red after a valid SHIP receipt, because the review router posts receipts as normal PR comments while the rerun workflow only listened for pull_request_review events. The workflow now also handles issue_comment events, rerunning the trusted defaults guard for exact-head receipts from OWNER, MEMBER, or COLLABORATOR authors on same-repository feat-cmux-next pull requests. Reruns skip while a guard run is in flight or not yet started; a later receipt or push can retry. Review events keep their existing behavior, and the guard remains the sole authority on reviewer and default validation.

Summary by CodeRabbit
Chores
Eligible pull request reviews and comments can trigger a rerun of a completed check for the current commit.
Comment-triggered reruns require an eligible contributor and a receipt matching the pull request’s current commit.
Reruns are skipped when no matching check is found or the check is still running; lookup errors other than “not found” remain errors.
The main-default workflow correctly adds issue_comment and preserves pull_request_review. Same-repository feat-cmux-next plus trusted author association plus exact first-line Review (...): SHIP at <40 hex> matching the current head gates action write before rerunning the existing base-trusted guard. API reads use issues/pull-requests read, with no untrusted checkout. No blocking findings.
The workflow handles pull-request review and issue-comment events for same-repository pull requests targeting feat-cmux-next. It validates comment receipts, finds a defaults-guard run for the current head SHA, and reruns it only if the run is completed.

Event eligibility and receipt validation .github/workflows/cmux-next-defaults-guard-review.yml
The workflow handles review and issue-comment events. It checks the repository, target branch, author association, and receipt SHA against the current pull request head.
Guard run lookup and rerun .github/workflows/cmux-next-defaults-guard-review.yml
For eligible events, the workflow looks up the first matching guard run by head SHA. A missing run exits successfully. The workflow reruns a matching run only when its status is completed.

An untrusted PR comment can cancel a pending defaults-guard rerun.
The issue_comment trigger uses the same per-PR concurrency group as pull_request_review. The job if admits any comment on a pull request, and the author check runs only inside a step. A comment from any user therefore joins the group. With cancel-in-progress: true, that run cancels an eligible rerun that is still waiting in gh run watch. The rerun then never reaches gh run rerun. The defaults guard keeps its earlier verdict until someone reruns it manually or pushes a new commit.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
Selecting .workflow_runs[0] by SHA alone does not verify the run's PR number. Distinct PRs sharing a commit could cause this workflow to rerun the other PR's guard.
The intended PR's guard remains stale while an unrelated guard is rerun.
This can occur when: Two same-repository PRs have the same head commit and the other PR's matching guard run is first in the API response.
Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
split("\\n") appears to split on a literal backslash followed by n, rather than a newline. A receipt followed by findings therefore leaves the whole comment in first_line and fails the anchored receipt regex.
The comment exits as ineligible and does not wake the defaults guard.
This can occur when: A trusted reviewer posts the documented first-line SHIP receipt with findings on subsequent lines.

Stop the review rerun from judging against a stale base.
The review rerun re-runs the guard with the base SHA from the original pull_request_target event. If the base's call-owner file or guard rules change later, and the head does not change, the rerun publishes a verdict from the old base. Resolve the current base before judging, or require a fresh guard run after the base moves.

Stop the review rerun from canceling the current head's guard run.
The rerun at line 109 can cancel the guard run for the current head. The guard's open group uses cancel-in-progress, and a rerun keeps the old synchronize event, so the rerun joins that group. The current head then has no guard verdict until another event or a manual rerun. No safe localized edit is established, so none is proposed. Changing the rerun timing alone does not close the race.

.github/workflows/cmux-next-defaults-guard-review.yml:25 Minor · Potential issue · Poor tradeoff
A completion event now groups by guard run ID while a comment for the same PR groups by PR number, so the two rerun jobs do not cancel or serialize each other and may both submit a rerun for one guard run.
One rerun request may fail or duplicate guard work, leaving a failed rerun workflow or competing guard attempts.
This can occur when: A qualifying SHIP comment arrives as a failed guard run completes, starting both event paths.

and cannot submit competing reruns for one guard run; retain a fallback
identifier only when no shared PR identifier is available.
Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The completion path chooses the last trusted, format-matching SHIP comment before comparing its SHA with the current head. A later stale-head receipt can conceal an earlier receipt for the current head.
The workflow rejects the selected stale receipt and never considers the valid one, so an otherwise eligible guard run is not retried.
This can occur when: A current-head SHIP receipt is followed by a delayed trusted SHIP comment naming an older head before the guard completes.

Split receipt comments on a real newline.
Lines 72 and 77 split the comment body on "\\n" in jq. That is a literal backslash followed by n. A body with a line break is not split. [0] then returns the whole body, so the anchored first-line test fails for any receipt that has text below its first line.
The receipt step does not set eligible=true for such a comment. The rerun step at line 106 is skipped. The workflow_run retry is also skipped, because its scan at line 72 finds no receipt. The defaults guard run that finished does not get rerun. The workflow comment at line 133 says the completion trigger retries the receipt, so the retry is missed.
Rerunning the guard does not by itself make it pass. The guard still checks the reviewer, the receipt, and the head.

Select the guard run for this pull request before taking the first result.
The rerun lookup filters only by workflow, event, and head SHA. If a different pull request with the same head SHA has a guard run that is returned first, this workflow reruns that run instead. A review on this pull request then does not re-judge its own guard, so its check keeps the earlier result until a new push or merge. The other pull request's guard verdict also changes.
Scope the lookup to this pull request. No specific filter is proposed until a run field that identifies the pull request is confirmed for pull_request_target runs.

When the selected guard run is not completed, this path exits without arranging a completion retry; the supplied triggers do not show a workflow_run completion handler.
The active run can finish red, with no rerun to evaluate the newly available receipt.
This can occur when: A valid receipt arrives after the active guard has read approvals but before that run completes.

Update the handling of an incomplete selected guard run identified by run_id and
run_status so its completion triggers a retry of the defaults guard; ensure that
retry evaluates any receipt that arrived while the active run was still running.
Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The new issue-comment receipt path reruns a separate defaults guard, but the supplied guard excerpt describes reading reviews afresh; that guard may not consume issue-comment SHIP receipts at all.
The rerun repeats a failing guard verdict despite accepting the comment as a reason to rerun.
This can occur when: A PR has a valid trusted SHIP issue comment but no equivalent SHIP review.
Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The runs query filters pull_request_target workflow runs by the PR head SHA. If GitHub records those runs' head_sha as the base commit instead, the query cannot find the guard run it needs.
The lookup returns no run and the workflow exits successfully without rerunning the guard.
This can occur when: An eligible review or receipt arrives for a PR whose head differs from its base.

The defaults guard’s independent SHIP receipt is posted as a normal pull request comment by the review router. The existing rerun workflow only listens for
pull_request_review, so the guard remains red even after a valid exact-head receipt is present. This workflow lives on
main, GitHub’s default branch, soissue_commentevents actually load it. It accepts only comments on same-repositoryfeat-cmux-nextpull requests whose first line isReview (...): SHIP at <current 40-character head>, and whose author is an OWNER, MEMBER or COLLABORATOR. It then reruns the existing trusted defaults guard; the guard itself remains the authority for reviewer and default validation. Pull request review events keep their existing behavior.Leo: “If you get blocked, unblock yourselves, find a way, fix the waiting, fix the root causes.” This removes the waiting caused by a valid review receipt being posted through the comment path.
Validation: workflow YAML parsed successfully; shell syntax for the new step passed;
git diff --checkpassed. The workflow-only main checkout is sparse and does not contain the repository’s pre-push script. No trust lists, secrets, checkout sources or guard validation were changed.Risk: issue-comment events can only start a rerun after same-repository, trusted-author, exact-head receipt checks. The rerun still uses the existing base-trusted guard and cannot make an invalid receipt pass.

Fixes the defaults guard staying red after a valid SHIP receipt, because the review router posts receipts as normal PR comments while the rerun workflow only listened for
pull_request_reviewevents. The workflow now also handlesissue_commentevents, rerunning the trusted defaults guard for exact-head receipts from OWNER, MEMBER, or COLLABORATOR authors on same-repositoryfeat-cmux-nextpull requests. Reruns skip while a guard run is in flight or not yet started; a later receipt or push can retry. Review events keep their existing behavior, and the guard remains the sole authority on reviewer and default validation.Written for commit a0c1fba. Summary will update on new commits.
