fix(review_receipt): a risk:high PR needs an own receipt on its exact head; no carried SHIP counts - #28521
cmux-ad decided on 2026-10-30 (decision 788) that a risk:high PR needs a review receipt on its exact head. docs/ci/risk-tiers.md:21 already says this. The reason: a base merge can change what a risk:high patch does even when there is no conflict.
next-autoland now applies the rule (cmuxterm-hq#5420, exact_receipt). But gh-merge-green's matcher, scripts/ci/review_receipt.py, still accepted a carried SHIP line (Review (...; carried): SHIP at <head> or "... carried from ...") for risk:high. That is a second path to the same gate.
With this change:
The review read also asks for the PR's labels.
For risk:high, ship_receipt ignores carried lines (exact=True), and the refusal message says why.
risk:normal and risk:low keep the carry.
After this merges, cmuxterm-hq's byte-identical copy (tools/agent-guards/review_receipt.py and its .source pin) needs an update.
Testing
python3 tests/test_review_receipt.py: 5 failures on main and 48 OK at the head. The new RiskHighExactHead tests cover:
both carried-line forms are refused for risk:high (in any case) and still pass for risk:normal, risk:low and no tier;
an own SHIP or an approval of the exact head passes;
a newer BLOCK still takes the receipt back.
python3 tests/test_gh_merge_green.py: 169 OK.
python3 scripts/verify-local.py --affected origin/main: 16 of 16 checks passed.
Observed / Not run
Observed: the unit tests above.
Not run: a live gh-merge-green merge.

Summary by cubic
Enforces that a risk:high PR requires an independent review receipt on its exact head; a carried SHIP no longer counts for it. A base merge can change what a risk:high patch does even without a conflict, so docs/ci/risk-tiers.md already demands an exact-head receipt; next-autoland applies this rule but gh-merge-green's matcher still accepted carried SHIP lines.
The review read now also fetches the PR's labels to detect the risk:high tier (any case).
For risk:high, ship_receipt ignores carried receipts (exact=True), and the refusal message says why.
risk:normal and risk:low PRs keep the existing carry behavior.
After this merges, cmuxterm-hq's byte-identical copy (tools/agent-guards/review_receipt.py and its .source pin) needs the same update.

Summary by CodeRabbit
New Features
Pull requests labeled risk:high now require an independent SHIP receipt or approval for the exact commit being reviewed. A SHIP receipt carried over from an earlier commit does not meet this requirement.
Bug Fixes
Other label configurations continue to accept carried SHIP receipts, and a newer BLOCK on a different commit continues to prevent approval.

Review (independent review subagent, Claude Opus 5.5, correctness first): SHIP at 293dac8
The reviewer found no path where a risk:high PR passes on a carried line or on another head's receipt. Label case is handled, and the review_state and window cut-off paths are unchanged. risk:normal and risk:low behave the same as before, byte for byte. tests/test_review_receipt.py: 48 OK. tests/test_gh_merge_green.py: 169 OK.
Open notes, all low:
A PR with no tier label at all is not treated as high. This happens if risk-tier.yml fails between removing the old label and adding the new one.
A REST-shaped labels list makes the script fail closed (exit 1).
A carry tool that writes a line without the word carried is read as an own SHIP. This was already true before this PR.

Walkthrough
The review receipt flow now reads pull-request labels. For risk:high pull requests, a carried SHIP does not satisfy the receipt requirement. An independent SHIP or approval for the exact head can satisfy it.
Changes: Risk-high receipt policy

Summary
Read and classify risk labels scripts/ci/review_receipt.py, tests/test_review_receipt.py
The GraphQL query now fetches pull-request labels. high_risk detects risk:high without regard to case. The fixture and query test include labels.
Require an exact-head receipt scripts/ci/review_receipt.py, tests/test_review_receipt.py
For risk:high pull requests, decide requires a receipt for the exact head and rejects carried SHIPs. Tests cover carried and independent SHIPs, approvals, other risk labels, and a newer BLOCK on another head.
The exact-head requirement is enforced, but refusal messages give conflicting guidance about carried receipts. This wording issue is suitable for a bounded follow-up.

Full details: Cmux Algorithmic Complexity
Explanation
The production diff adds one linear high_risk scan over PR labels. The GraphQL query explicitly bounds labels to 100 items, so this is a documented small collection. The other changes add a boolean branch and message formatting. Existing review and comment scans are unchanged.

Explanation
PASS: The diff changes scripts/ci/review_receipt.py and its tests. The new refusal text contains only the generic risk tier and exact-head review requirement. gh-merge-green forwards this text to its merge-gate stderr, but the repository documents that tool as an optional internal merge helper for operators. The new labels(first:100) read has no pagination or completeness check, so a risk:high label outside that window may be invisible to high_risk.
The merge gate may accept a carried SHIP for a risk:high pull request without an independent receipt on its exact head.
This can occur when: A pull request has more than 100 labels and GitHub returns 100 other labels before risk:high.

Omit the carry sentence from risk:high refusals.
For a risk:high pull request, decide() states that no carried SHIP counts. main() then appends that a carried SHIP counts while the newest independent verdict is a SHIP. The refusal therefore gives both rules in one message. Gate behavior is unchanged, but the text misstates the rule for risk:high. Make main() append the carry sentence only when high_risk(pr) is false. pr is in scope in main(), and high_risk is a module-level function.
