scripts/measure/perf-10x-idle.sh fails on every fleet worker before it builds anything:

==> reload starting (tag: perfidle, log: /tmp/cmux-reload-perfidle.log)
error: ghostty/include/ghostty.h is missing. Run ./scripts/setup.sh first.
==> reload FAILED (exit 1) after 0s

This happened on two different fleet workers.

A fleet step checks out no submodules. The other measure entries that build an app (perf-idle-power.sh, cef-tab.sh, tab-hibernation.sh) set those submodules up first. This one never did. The fix copies perf-idle-power.sh's block as-is: init ghostty and ghostty-next shallow when missing, and download the prebuilt GhosttyKit when absent.

It's needed to measure #27047 (hidden agent chat pages freeze) with agents=20, the harness that PR's Performance table uses.

Measure scripts must match the reviewed blob at the tip, so the fix has to land before any perf-10x-idle.sh run works.

No capture: a measurement script fix, no app UI.

Risk: low. The change only runs in fleet measure steps, and the block is the one perf-idle-power.sh already runs on the same workers.

Performance

No perf numbers: this fixes the measurement script itself so it can run; it changes no app code, and #27047 records its numbers with it.
