ci(guards): every runner guard check runs, and a base-red check cannot excuse another - #26398
Leo (2026-10-27): "When I ask you guys to do things, I'm not just saying do this individual instance. I'm saying go do stuff."
This is the main-branch half of #26389, which does the same for feat-cmux-next.
Problem
tests/test_ci_self_hosted_guard.sh runs about 36 runner checks as one CI step under set -e. The first red check stopped all the checks after it. Also, gh-merge-green's base-red excuse (scripts/ci/base_red_excuse.py) compares a red step's error lines with the base's, and the guard printed no per-check error lines. So once one check was red on the base, a different check red on the change could be excused with it. On feat-cmux-next this is how a hosted runs-on: ubuntu-24.04 (chief-evals.yml) hid every later runner violation.
Change
run_check wraps every check. Each one runs in a subshell, the script keeps going, and it fails once at the end with the list of failed checks. Each failed check, and each of its FAIL: findings, prints a plain error: line, so the base comparison is per check and per finding.
check_build_lag_deriveddata_cache_path was defined but never called (dropped in 17c2498, then re-added without its call). It runs again, and it passes.
New tests/test_ci_guard_check_isolation.py, wired into the preflight group and registered in test-execution.toml:
every check still runs after an earlier one fails;
every check_* function is called through run_check;
a fixture with two red checks, one of them also red on the base, gives the base comparison an error line the base lacks (not excused), while the same base red alone is excused.
Against the old guard script, 6 of 6 tests fail.
Before: 35 of 36 checks ran (one never ran), stopping at the first red. After: 36 of 36 run, and all pass on main today, so no violations surfaced on main.
Risk: low. This is CI-only. A check that exits now ends only its own subshell.

Summary by cubic
Makes the runner guard script run every check even when one fails, and stops a check already red on the base from excusing a different check red on the change.
Each check now runs in its own subshell via run_check; the script fails once at the end listing every failed check, with a plain error: line per check and per FAIL: finding so base_red_excuse.py compares per check and per finding.
Restores check_build_lag_deriveddata_cache_path, which was defined but never called (it passes).
Adds tests/test_ci_guard_check_isolation.py to the preflight group, covering: all checks still run after one fails, every check_* goes through run_check, and a new red check beside a base-red one is not excused while the same base-red check alone is.
Before, 35 of 36 checks ran and the script stopped at the first red; now all 36 run and pass on main. CI-only, low risk.
Written for commit e704377. Summary will update on new commits.
Summary by CodeRabbit
Tests
CI guard validation now checks that subsequent checks run even when an earlier check fails, and that failures are reported consistently.
Added coverage to verify that new failures can be distinguished from existing baseline failures.
Guard validation is included in the preflight and Linux guard test runs.
…t excuse another
tests/test_ci_self_hosted_guard.sh ran its checks under set -e in one CI
step: the first red check stopped the rest, and the step's base-red
comparison could excuse a new runner violation behind a check already
red on the base.
- run_check runs every check in a subshell, keeps going, fails once at
the end, and prints one "error:" line per failed check and per FAIL
finding, which base_red_excuse.py compares with the base's.
- check_build_lag_deriveddata_cache_path was defined but never called;
it runs again (it passes).
- tests/test_ci_guard_check_isolation.py (preflight group): every check
runs after one fails, every check_* goes through run_check, and a new
red check beside a base-red one is not excused.

The guard script now runs checks independently, records failures, and continues through the remaining checks before returning an aggregate result. New tests cover this behavior and compare simulated head and base CI error signatures. CI configuration registers and runs the tests.

Merge Risk: Low · up to e7043
The guard now runs every check and reports each failure separately. One gap remains: two identical findings from the same check can be treated as a single finding when the base is already red. This is an edge case in CI guard behavior only and does not affect production behavior. It is worth fixing or tracking, and it should not block the merge.

Explanation
The check is not applicable to this pull request. The authoritative diff changes only CI workflow/test registration, a Python CI isolation test, and tests/test_ci_self_hosted_guard.sh. It adds no browser.* socket command, WebKit/AppKit access, browser-state mutation, or worker/main routing in the rule's source files. It introduces no production Swift, TypeScript, or JavaScript change, so the cache-substitution condition does not apply.
Full details: Cmux No Hacky Sleeps
Explanation
PASS: The pull request adds no fixed sleeps, timers, polling, delayed dispatch, or wall-clock waits. The shell change only isolates and records guard checks. The added Python tests use deterministic subprocess and temporary-file scaffolding. The workflow changes are CI orchestration and are out of scope.
Full details: Cmux Algorithmic Complexity
Explanation
PASS: The diff adds a single run_check wrapper that scans each failed check's output once and appends labels to a fixed list. It does not add nested scans, per-target rescans, repeated sorting/filtering, in-memory joins, or an algorithm for scalable user-owned records. The added test and CI configuration files are test scaffolding and workflow registration, which the rule excludes. Existing loops in tests/test_ci_self_hosted_guard.sh are not changed by the PR.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only CI workflow/configuration, Python tests, and a shell guard script. The authoritative diff contains no Swift files or Swift concurrency code, so it does not introduce or expand any legacy Swift async pattern.
Full details: Cmux Swift Package Boundaries
Explanation
The pull request changes only CI workflow/configuration, Python tests, and a shell guard script. The reviewed diff contains no Swift production changes, so the Swift package boundary rule does not apply.
Full details: Cmux Swiftpm Lockfiles
Explanation
PASS: The PR changes only CI workflow/test registration and the runner-guard scripts. The authoritative diff contains no Package.swift, Package.resolved, .gitignore, Xcode project, package-reference, or dependency changes. The workflow change only adds a guard test step, so none of the SwiftPM lockfile failure conditions apply.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS: The pull request changes only CI guard execution, CI workflow wiring, test registration, and tests. The new error: output is emitted by tests/test_ci_self_hosted_guard.sh inside the workflow-guard-tests / preflight GitHub Actions job and serves as operator CI diagnostics. The diff provides no path to a cmux app UI, product CLI, or product API. Tests and internal CI output are allowed by the rule.

Explanation
PASS. The pull request changes only CI workflow configuration and test/guard scripts: .github/workflows/ci-guards.yml, tests/test-execution.toml, tests/test_ci_guard_check_isolation.py, and tests/test_ci_self_hosted_guard.sh. These are test and operational CI changes, with no user-facing Swift, web UI, metadata, API, markdown, changelog, or localized application data changes.
Full details: Cmux Architecture Rethink
Explanation
PASS: The pull request changes only GitHub Actions configuration, TOML test registration, a Python test, and a shell guard script. It contains no Swift or Swift architecture changes, so the specified architectural-rethink failure conditions do not apply.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
PASS: The pull request changes only CI workflow and test files. The authoritative diff contains no Swift, NSWindow, NSPanel, NSWindowController, SwiftUI Window, or WindowGroup changes. The auxiliary-window close-shortcut rule is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
All four changed paths are intentional workflow configuration, test registration, test source, and guard script source. The new Python file is a hand-written test, and the shell script uses temporary files only at runtime. No generated logs, caches, build output, dependency checkout, scratch directory, or other source-control artifact appears in the authoritative diff.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Handle base runs that predate these error lines.
If the base has the same failed check but ran the previous guard script, its log has no per-check error: line. The head now has error: runner guard check failed: ..., so base_red_excuse.py rejects the matching base failure. The test for an excused base-red check generates both logs with the new script and misses this rollout case. Add a fail-closed legacy-log comparison and test against an actual pre-change guard log. Preserve distinct findings from the same check.
If one workflow has two prohibited runner lines with identical text, check_no_github_hosted_runners reports both with different line numbers. These new error lines still become one signature: base_red_excuse.py masks digits and stores errors in a set. A base-red finding can therefore excuse the second finding added by the change. Preserve a stable finding identity or compare finding counts after normalization. Add a same-check, two-finding regression case. (raw.githubusercontent.com)

Review fixes: each failed check prints `test runner-guard/<check> ... FAILED`,
which base_red_excuse.py compares even when another test in the job failed,
and the isolation step runs before the guard step so a red guard cannot skip it.
