ci(cmux-next): DEV publish retries a release call the rate limit refused - #25517
Problem. This follows up cmux#25476. In 40350641729, the first publisher run on main after #25476, the new budget pre-check passed (30 or more calls left). The asset upload one second later was refused anyway: HTTP 403: API rate limit exceeded for installation. Other workflows spend the shared GITHUB_TOKEN budget between the check and the write, so a pre-check alone can't keep the release writes from failing. The release writes need contents: write, and in this job only GITHUB_TOKEN has that.
Change (publish job only): a ghw function wraps every gh call in the publish step: release view, compare, create, upload and edit. If a call is refused for the rate limit, ghw waits for the reset and runs the call again: at most 3 tries and at most an hour of waiting in the step, tracked in one ledger file so subshells count too. Each wait logs a notice on stderr, so captured output stays clean. Any other failure fails the step as before. A refused request did nothing on GitHub's side, so retrying a write is safe. The pre-check stays. The job timeout is already 75 minutes (#25476).
This also closes an existing hole. Before, a rate-limited release view inside not_newer read as "no published commit" and skipped the rollback check.
Trust. No token, permission, environment or secret change.
Test.tests/test_cmux_next_dev_daily_dispatch.py now requires ghw on create, upload, edit and the compare, and refuses a bare gh release upload|edit|create. I also ran a local stub check: a rate-limited call retries and then succeeds with clean stdout, and a non-rate-limit failure returns its exit code without retrying.
Risk. Low. It touches only the publish step's shell.

Bug Fixes
Release publishing now retries up to three times after API rate-limit responses, waiting for the reported reset time plus five seconds or 60 seconds when reset timing is unavailable.
Retry waits are limited to one hour in total. Publishing returns an error if another attempt is refused, a different error occurs, or no retry wait time remains.
Release notes and assets continue through the existing publishing flow when uploads and updates succeed.
The budget pre-check passed in run 40350641729 and the asset upload was refused a
second later: other workflows spend the shared budget in between. Each release
call now waits for the reset and retries (3 tries, an hour of waiting at most).

… create is not replayed
Review (Codex): gh api prints a refused response's body on stdout, which would
precede the real compare status in a capture; release create makes several
requests and cannot be safely replayed.

The publisher workflow adds ghw to retry eligible GitHub CLI rate-limit refusals. Release lookup, comparison, existence checks, creation, upload, and editing now use the wrapper. Tests check wrapper usage for release operations.
The workflow adds ghw to retry eligible rate-limit refusals. It waits for the reported reset or 60 seconds when unavailable, with a one-hour cumulative wait limit.
Route release operations through ghw .github/workflows/cmux-next-dev-daily.yml, tests/test_cmux_next_dev_daily_dispatch.py
Release lookup, comparison, existence checks, creation, upload, and editing use ghw. Tests check wrapper usage and reject direct release create, upload, or edit calls.

manaflow-ai/cmux#25398: Changes release lookup and comparison logic in the same publish step.
Merge Risk: Low · up to 0d85f
This change makes the DEV publish job retry release calls that GitHub's rate limit refused. A secondary-limit refusal could make the job wait much longer than needed and may hit the job timeout; the next scheduled run would retry. An unconfirmed edge case remains where a retried release creation could fail after a partial write. Both are bounded and recoverable, so the change is mergeable with owner awareness.

Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The diff changes only an internal GitHub Actions publish job and its test. Added notices and forwarded gh errors go to CI/operator logs, which the rule allows. The GitHub release notes remain unchanged, and no changed text has a concrete path to a cmux end user.
Full details: Cmux Full Internationalization
Explanation
PASS. The diff changes only a GitHub Actions workflow and a test. New text is limited to CI comments and GitHub Actions notices, which are operational/debug output. It adds no Swift UI text, app or web locale data, metadata, rendered markdown, changelog, or user-facing release copy.
Full details: Cmux Swiftui State Layout
Explanation
PASS: The pull request changes only a GitHub Actions workflow and its Python dispatch test. The reviewed diff contains no Swift, SwiftUI, ObservableObject, @Published, GeometryReader, lazy/list row, or render-time state changes. The SwiftUI state-layout check is not applicable.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
The pull request changes only a GitHub Actions workflow and a Python test. The authoritative diff contains no Swift files and no NSWindow, NSPanel, NSWindowController, SwiftUI Window, or WindowGroup changes. The auxiliary-window close-shortcut rule is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
The PR changes only .github/workflows/cmux-next-dev-daily.yml and tests/test_cmux_next_dev_daily_dispatch.py. These are intentional workflow configuration and test source files. The diff adds no logs, screenshots, recordings, temporary or cache directories, dependency checkouts, build output, or broad artifact directories.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
PASS: The pull request changes only .github/workflows/cmux-next-dev-daily.yml and tests/test_cmux_next_dev_daily_dispatch.py. It changes no Swift file under a production Sources/ path, so the specified production test/debug seam condition is not applicable.

Use the refusal’s wait instruction for secondary limits.
If GitHub refuses a call for a secondary rate limit while the core budget remains available, .resources.core.reset does not identify when that limit clears. This code can wait nearly an hour for a one-minute restriction, consuming most of the 75-minute publish timeout. Use Retry-After when available. Otherwise, use a secondary-limit backoff instead of the core reset. GitHub documents these as separate wait rules. (docs.github.com)

Do not retry the entire release creation after a partial write.
gh release create creates a draft, uploads the assets, and then publishes it through separate requests. If an asset upload hits the rate limit and draft cleanup is also refused, the first attempt can leave a draft. Retrying the full command against the same tag can then fail because the release already exists, leaving the channel unpublished. Recover or complete the draft after a partial failure rather than assuming the refused command made no writes. (cli.github.com)
