Name every Cloud diagnostics 429 and keep failures and drop reports past the budget - #20435
Conversation
…ilures and drop reports Red on main at the real handler with Postgres: the byte-budget and ingress 429s carry no refusal code, routine detail that fills the minute refuses a failure batch, and a sampled-out poll that reports queue drops is discarded.
…ast the budget Production 429s on POST /api/observability/cloud all come from the shared cmux-analytics firewall rule, which is keyed by connection IP; the route span could not say so. The route span now records the refusal cause (ingress_rate_limited with the rule ID, account_byte_budget, event_conflict, storage_unavailable), the keyed account hash and the install ID. Batches with a failure, timeout, cancellation or sign-in record get a 128 KiB reserve above the 256 KiB routine minute budget, so routine success detail cannot refuse them. A sampled-out poll span that carries the client's dropped count is now stored, since it is the only record of that loss.

🗄️ Data Integrity & Integration | 🟠 Major | 🏗️ Heavy lift
Reserve the extra bytes for priority spans. If a batch contains one failure and many routine spans, pending.some grants the higher limit to every byte in that batch. Repeated mixed batches can fill the reserve with routine detail. A later failure-only batch then receives 429 despite having little priority data. Track routine and priority usage separately, and enforce the routine cap on routine bytes in mixed batches.

🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift
Control the quota minute in this test. acceptCloudTelemetry selects its minute with Date.now(). If database uploads span enough minute boundaries, this bounded loop can end with status 202 and fail the 429 assertion on correct code. The failure-only fill loop at lines 237–239 has the same dependency. Inject a quota clock or otherwise fix the minute for both cases. As per coding guidelines, “A test must not depend on real wall-clock time.”

…dence from over-budget batches Review follow-up. The route span is head-sampled at 2%, so a refusal now also emits one always-kept cmux.cloud_diagnostics.refusal span with the cause, firewall rule, account key, install ID and counts. The firewall rule travels as the ingress refusal value instead of a span side effect. The byte budget no longer lets routine spans spend the reserve: a batch over the routine budget stores only its failure, timeout, cancellation and sign-in records within the reserve, commits them, and still answers 429, so the client's retry deduplicates them. The install ID is labeled cmux.client.instance_id so it cannot be confused with the server's service.instance.id. Sampling docs name the drop-report exception.

Enforce the byte limit on every budget insert.
The HTTP handler caps raw uploads at 64 KiB, but acceptCloudTelemetry is exported and accepts a CloudTelemetryBatch directly. A direct caller can provide a batch whose serialized payload exceeds limit. The WHERE clause applies only to the conflict-update path, so the first insert stores the over-limit batch and reports success.
Reject bytes > limit before the SQL statement.

…ept from refused batches Second review follow-up. A firewall refusal runs before authentication, so an always-kept span per refusal let an anonymous flood become kept Axiom spans. Firewall and malformed-body refusals now emit at most one span per cause, rule and account per 10 s on each instance, with cmux.telemetry.refusal_count. Budget, conflict and storage refusals stay one span each. Evidence stored from a budget-refused batch schedules a drain, and the refusal reports it as cmux.telemetry.stored_spans instead of accepted_spans.

Summary
About 24% of
POST /api/observability/cloudresponses in production were 429 last week (Axiomcmux-prod-otel-traces, 2026-10-07 to 2026-10-14: 12,136 of 52,942 sampled route spans; 0.7% on 2026-10-06). The route span could not say which limit refused. Measured from the child spans of each refused request:cmux-analytics. None came from the per-account byte budget.CMUX_CLOUD_DIAGNOSTICS_RATE_LIMIT_IDpoints at the same rule as/api/analytics/events,/api/install-eventsand/api/observability/mobile-network.600 / 10 min, keyed byip. For acheckRateLimitcall, that IP is the function's connection, not the client's. Rules keyed byheader:x-vercel-rate-limit-key(cmux-device-registry,cmux-client-config) get the client IP from the SDK and refuse heavy sessions about 0% of the time.cmux-analyticsrefuses every heavy session 12% to 32% of the time, and sessions with 1 to 5 uploads in the week 22.7% of the time. A probe from an unrelated IP at the same time got 204.cmux.telemetry.dropped_count). 67% of that (75,649 of 112,746) came from one exec-heavy account. The real number is higher, because ingest discarded a drop report that rode on a sampled-out poll span. This PR does not change the firewall rule, which lives outside the repository (see below). It makes every 429 attributable and keeps the evidence that matters:
cmux.cloud_diagnostics.refusal(cmux.priority: true), which is always kept. It carriescmux.telemetry.refusal(ingress_rate_limitedpluscmux.telemetry.rate_limit_rule,account_byte_budget,event_conflict,storage_unavailable, or a parse refusal), the counts,cmux.telemetry.stored_spans, the keyedcmux.account_key(the same HMAC as exported diagnostics) andcmux.client.instance_id. A caller can repeat firewall and malformed-body refusals without backing off, so those are coalesced: at most one span per cause, rule and account every 10 s on each instance, withcmux.telemetry.refusal_count.droppedCount, unweighted, so client-side loss is counted.Change needed outside the repo, in the Vercel firewall: set rule
rule_cmux_analytics_rate_limit_Lly7ZO(cmux-analytics) keys from["ip"]to["header:x-vercel-rate-limit-key"]and keep600 / 600 s. That limit is about 15× the busiest observed session and stays an abuse cap. The alternative is a dedicatedcmux-cloud-diagnosticsrule keyed the same way, withCMUX_CLOUD_DIAGNOSTICS_RATE_LIMIT_IDpointed at it.Testing
