📝 WalkthroughWalkthroughThe fetching-plan entrypoint now initializes the sheet model with cached plan and resource-limit data. It sets the loading state based on whether the cache reports a plan. The existing later plan load remains in place. ChangesPlan initialization

- Around line 249-261: Update the `presentNewMachineFetchingPlan` call to
`present` so `loadPlanFromCache` is true; this keeps subsequent cache-listener
plan updates enabled and ensures refreshed locked-size data updates
`NewMachineModel` before submission.
- Around line 246-261: Add focused coverage for the initialization path in
presentNewMachineFetchingPlan (or an extracted initial-state builder), verifying
that a ready cache seeds the model’s cached resources and sets planIsLoading to
false, while a cold cache sets planIsLoading to true.

Changelog
Fixed: New Machine opens immediately from a warmed machine-plan cache instead of showing a loading state for one render.
What changed
The workspace shortcut now seeds the initial sheet model with cached plan limits, size options, locks, upgrade metadata, and vCPU mappings. Cached data still receives background revalidation, and cold opens retain the loading state.
