… app prefer took any bucket seed within CI_OWNED_PREFER_SEED commits, even when the commits since that seed change a package source and the kept build does not: a 250 s download followed by a full app recompile, to replace a start that compiled only the diff. It now asks the same compare as the far-seed case and keeps the kept build unless the seed is known not to recompile the app. A package's Tests/ are not built by the app's schemes and no longer count as an app rebuild.
