Follow-up to #14367, as listed in its "next slices".

Why

Tests that drive the CLI binary or the socket assert on output text. They never name the Swift code they exercise, so tracing names reaches nothing. #13964 changed only CLI/ and broke CLIExplicitSurfaceRoutingTests and CLIWorkspaceStableIDTests (fixed in #14230). The report selected 0 suites for it, and the job skipped it entirely because CLI/ was outside its diff.

What changes

  • String literals: a literal only one side of the diff has, in app code or CLI/, is searched for in cmuxTests/. A suite that spells it out is selected, and helper files continue the trail as they do for names. A literal on both sides only moved, so it is ignored.
  • Filters: text under 8 characters, comments and \(...) interpolations are skipped. The hot cap for names (40 test files) applies to literals too. Changed text no test contains is left out of the report instead of filling it.
  • CLI/: the job's changed-file check and its diff now include CLI/. Literals are the only thing followed there, because cmuxTests/ doesn't import the CLI module.
  • Report only: it still changes no routing. The selector runs from the base revision, so the new logic takes effect after merge; the workflow's CLI/ pathspec takes effect on this PR.

Replays against main's real breakages

Truth set for #13866: suites failing in main run 35997723234 (just before the #14216 fix) and not in 35941194664 (before #13866). That window includes other commits, so 27 is an upper bound on what #13866 alone broke. One suite the old selection kept (RemoteDisconnectLifecycleTests) falls out of the 10-minute budget now that cheaper, more specific literal matches come first. The net gain is +2.

Review follow-ups (446481f4977)

A read-only subagent review found no blocker. Its behaviour findings are fixed:

  • Moved text: literals are compared across the whole diff, so text moved between files cancels out. refactor: move CmuxWebView into CmuxBrowser behind an injected host #14321 (moving CmuxWebView) had 278 bogus literal seeds; it now has 0.
  • Common names: the ambiguous-name drop no longer applies to text, so a JSON key that is also a common Swift property name is still followed.
  • Speed: one search over all cmuxTests text rules out most literals before the per-file scan, and literals past 1,500 are recorded instead of searched. The heaviest literal commit of main's last 600 (20e79e6) takes 69 s end to end on a Mac at load 82.
  • Collisions: a literal no longer hides a changed type with the same name.
  • Parsing and summary: header paths that git ends with a tab are read correctly, and backticks are kept out of the summary's code spans.
  • Not followed: text in multi-line string blocks and in raw strings with inner quotes. That costs recall only, and the docstring now says so.

31 tests pass, 5 of them new. The replays are unchanged: #13964 selects 11 suites including both broken ones, and #13866 still catches 19 of 27.

Regression proof

  • 36c85dba3cc (tests and workflow only): python3 tests/test_ci_reverse_test_impact.py fails 5 tests (4 failures, 1 error: module 'reverse_test_impact' has no attribute 'literal_pieces').
  • 68587c59e17: all 26 pass. test_ci_change_areas.py, test_ci_workflow_guards_are_wired.py and validate_test_execution_registry.py pass too.

A literal only one side of the diff has, in app code or CLI/, is searched for
in cmuxTests/ and selects the suites that spell it out, under the same hot
file cap as names. Short text, comments and interpolations are not searched.

Replayed on main's breakages: #13964 selects both CLI suites it broke (0
before); #13866's 10 minute selection catches 19 of the 27 suites newly
failing on main (17 before), 25 of 27 reachable (23 before).
