Stacked on #13923. Merge that first; this targets its branch so the diff stays to one file.

The gap

#13923 moves pull-request macOS jobs onto the macos-26 pool and makes their Xcode pin follow the lane. Its guards name the three jobs they cover:

macos-compile-admission, app-host-unit-tests, tests-build-and-lag

A macOS job added next month inherits none of that. It can pin CMUX_CI_XCODE_APP_MACOS_15 while its runs-on reads MACOS_RUNNER_PR, and every existing guard stays green. scripts/select-ci-xcode.sh hard-exits on a pinned developer dir that the image does not have, so that job fails at Xcode selection the first time someone points the lane at macos-26 — which is exactly the failure #13923 exists to prevent, reintroduced by a job nobody thought to add to a list.

The rule

Inverted to default-deny. Every env value under .github/workflows naming the macos-15 Xcode must also read the pull-request variant, unless its exact (file, job, key) appears in EXEMPT with a written reason:

file job key why
iroh-release-gate.yml tailscale-version-skew CMUX_CI_XCODE_APP streamed validation lane, routed by MACOS_RUNNER_STREAMED_VALIDATION
ci-macos.yml swift-package-tests CMUX_CI_XCODE_APP builds the SDK 15 Ghostty helper; stays on MACOS_RUNNER_DUAL_XCODE
ci-macos.yml swift-package-tests CMUX_CI_HELPER_XCODE_APP same job's SDK 15 release-helper pin

Adding a macOS job requires no guard edit. Opting one out requires writing down why.

Keyed per (file, job, key), not per file. My first version keyed the exemption on the filename, which silently exempted every other job in ci-macos.yml — the injection test below is what caught it.

Verification

Guard suite green on this branch (EXIT=0, 156 checks).

Injected a job that the old guards all accept:

brand-new-pr-job:
  runs-on: ${{ vars.MACOS_RUNNER_PR || 'blacksmith-6vcpu-macos-15' }}
  env:
    CMUX_CI_XCODE_APP: ${{ vars.CMUX_CI_XCODE_APP_MACOS_15 }}
FAIL: a macos-15 Xcode pin does not follow the pull-request lane
Route it through CMUX_CI_XCODE_APP_PR, or add its (file, job, key) to
      EXEMPT with a reason.
ci-macos.yml::brand-new-pr-job: CMUX_CI_XCODE_APP: ${{ vars.CMUX_CI_XCODE_APP_MACOS_15 }}

PyYAML==6.0.3 is already installed for the guard jobs and tests/test_ci_self_hosted_guard.sh already parses YAML elsewhere, so this adds no dependency.

Summary by cubic

Turns the pull-request Xcode lane guard into a default-deny structural rule so future macOS jobs can't silently pin the macos-15 Xcode and break when the lane moves.

Previously the guard only covered three named jobs; any macOS job added later would inherit no protection. Now every env value under .github/workflows naming the macos-15 Xcode must also read the pull-request variant unless its exact (file, job, key) is listed in EXEMPT with a reason. Three sites are exempt today; the key is per-job so exempting swift-package-tests doesn't exempt the rest of ci-macos.yml.

Written for commit 87d33e8. Summary will update on new commits.

Summary by CodeRabbit

  • Tests
    • Expanded automated CI checks to validate macOS Xcode pin settings across workflow files, including whether they track the pull-request lane.
    • The checks now flag invalid or unparseable workflow configurations, with support for explicitly exempted settings.

📝 Walkthrough

Walkthrough

The self-hosted CI guard script now checks workflow environment values for macOS 15 Xcode pins without pull-request lane variables. The check reports YAML parse failures, supports listed exemptions, and runs in the guard sequence.

Changes

macOS Xcode pin guard

Layer / File(s) Summary
Scan workflows and run the guard
tests/test_ci_self_hosted_guard.sh
The new guard scans job- and step-level environment values in workflow YAML files. It reports pins without pull-request lane variables, except for listed exemptions, and reports YAML parse failures. The check sequence invokes it after the runner identity check.

This change adds a CI check that keeps macOS 15 Xcode pins aligned with the pull-request lane. It does not change product behavior. Some pin placements can slip past the check, so a future workflow could still break when the pull-request runner moves. The change is mergeable; tightening the check would make it complete.

The lane guards added alongside the routing fix name the three macOS jobs
they cover. A macOS job added next month inherits none of them: it can pin
CMUX_CI_XCODE_APP_MACOS_15 while its pool follows MACOS_RUNNER_PR, and
scripts/select-ci-xcode.sh hard-exits on a pinned path the image lacks, so
the job fails at Xcode selection the first time the lane moves.

Invert it. Every env value under .github/workflows that names the macos-15
Xcode must also read the pull-request variant, unless its exact
(file, job, key) is listed in EXEMPT with a written reason. Three sites are
exempt today: the streamed-validation lane and the two SDK 15 pins in
swift-package-tests, which is deliberately carved out onto the dual-Xcode
pool.

Keyed per (file, job, key) rather than per file so exempting
swift-package-tests does not silently exempt every other job in
ci-macos.yml.

Validate every EXEMPT entry against its workflow site.

The guard skips an exact EXEMPT match without recording it. A stale entry can therefore remain effective. It also does not check whether the exempt job uses MACOS_RUNNER_PR.

The tailscale-version-skew job uses MACOS_RUNNER_15, not MACOS_RUNNER_STREAMED_VALIDATION. Update the exemption reason.

The default-deny scan skips three places where a macos-15 pin can appear.

The comment says every env value under .github/workflows is covered. The scan does not reach these places:

  • Workflow-level env:. Line 1853 iterates document["jobs"] only. A top-level env: {CMUX_CI_XCODE_APP: ${{ vars.CMUX_CI_XCODE_APP_MACOS_15 }}} is inherited by every job, and the guard does not check it.
  • .yaml files. Line 1847 globs *.yml only. GitHub also loads *.yaml workflows. check_no_bare_github_hosted_runners uses a recursive grep, so it already sees both extensions.
  • Reusable-workflow with: inputs. A caller can pass vars.CMUX_CI_XCODE_APP_MACOS_15 through with:, and the guard does not check it.

A new job that uses one of these forms passes the guard. That job then fails at Xcode selection when MACOS_RUNNER_PR moves.

Require the matching pull-request variable for each pinned Xcode variable.

any(name in value for name in LANE) can accept a helper macOS-15 pin paired with CMUX_CI_XCODE_APP_PR. Match each pinned variable to its corresponding lane variable instead.

An exact canonical-expression comparison is too strict. Existing workflow-dispatch, scheduled, and pull-request-only steps intentionally omit the event gate.

In `@tests/test_ci_self_hosted_guard.sh` around lines 1862 - 1865, Update the
pinned-variable guard to pair each pinned Xcode variable with its corresponding
pull-request lane variable, rather than accepting any lane variable; when a step
contains multiple pinned variables, require the matching lane for each. Preserve
the existing event-gate flexibility, and locate the check using the PINNED and
LANE symbols.
