Re-register the agent review workflow under a fresh GitHub Actions path and workflow name.
#13552 deleted
.github/workflows/agent-pr-review-gate.yml. #13545 later restored that file and the fixed request logic, but GitHub has still produced zero Agent PR review gate runs on fresh post-merge, main-based PRs such as #13613 and #13615, even while otherpull_request_targetworkflows fire normally.This adds
.github/workflows/agent-pr-review-gate-v2.ymlwith the same trusted gate behavior and an independent concurrency prefix. The legacy file stays in place for now so this is an additive registration test rather than another delete/re-add cycle.The regression test now targets the v2 workflow explicitly.
Verification target
After this lands, the next fresh PR targeting
mainshould produce anAgent PR review gate v2run and anagent-pr-review-completecheck. Once that is observed, the stale legacy workflow file can be removed separately.Refs #13545, #13552.

Re-registers the agent review gate under a new workflow path so it runs again on new PRs. The previous file was deleted and restored (#13552, #13545) but GitHub never fired it on post-merge, main-based PRs. This adds
.github/workflows/agent-pr-review-gate-v2.ymlwith the same gate logic and its own concurrency group, and keeps the legacy file for an additive registration check. The regression test now expects both the v2 and legacy files to exist.
