In `@web/app/api/account/route.ts`:
- Line 1588: Update the cloudRuntimes deletion in the account deletion
transaction to filter by ownerTeamId using deletionTeamIds, replacing the
machineId/personalVmIds condition. Do not retain a machine-ID fallback; deletion
must use the durable owner scope.
In `@web/db/migrations/20260921030000_hive_runtime_registry/migration.sql`:
- Line 31: Update the migration’s status filter to exclude destroyed rows,
exclude failed rows without a provider VM ID, and include failed rows with a
non-null provider VM ID. Preserve inclusion of all other statuses.
In `@web/services/vms/runtimeRegistry.ts`:
- Around line 67-68: Update the journal ownership update flow in the runtime
registry to catch database error code 23505 and return false for the concurrent
ownership conflict. Preserve wrapping of all other database errors as
VmDatabaseError, and retain the existing successful update behavior.

Summary
Cloud VMs gain a separate durable Hive runtime identity while retaining one runtime per VM in M0. The Cloud/Postgres registry stores owner, optional journal lineage, current machine, placement generation, and separate Codex root/thread bindings. Deleting a machine retains runtime identity; deleting its owner scope removes the runtime, including detached rows.
Runtime creation is atomic with ordinary VM, Base open, and Base reset creation. A migration trigger also covers old writers during rolling deploy. Existing eligible VMs receive fresh runtime IDs. Base IDs/generations are not reused because Base recovery can roll its generation backward.
The internal read model preserves the existing VM status/provider ownership. Journal binding requires the exact owner/runtime/machine/generation and a running VM, is idempotent for the same lineage, and rejects competing lineage as
false. Existing machine-keyed routes remain unchanged. This is the M0 persistence slice of #13305. Lifecycle response metadata, authenticated guest binding, runtime routing, cold reconstruction, replacement-machine restore, and placement-generation advancement remain subsequent work. #13299 is an independent agent-projection dependency for later reconstruction, not a prerequisite for this registry.
Testing
Verified head:
54eeb38dea2fc91f21773ec081efabb66dff99ec.No staging/production migration or live deployment was performed. This backend-only slice introduces no user-facing strings or UI; no UI demo applies. Production rollout requires the normal staging migration/deploy verification before production.
