Merge Risk: 🔵 Low · up to The guest-install validation job may intermittently fail on slow shared runners, and its database environment can change as the PostgreSQL image tag moves. These are bounded CI reliability risks rather than a demonstrated VM provisioning failure. Important Pre-merge checks failedPlease resolve all errors before merging. Pin the PostgreSQL service image to an immutable digest. postgres:16-alpine is mutable at execution time. A digest pin prevents CI from silently changing its database image and reduces CI supply-chain exposure. The workflow uses the image only for isolated tests, so the impact is limited to CI.

Remove the fixed child-process timeouts.
The test-determinism rule prohibits hard wall-clock ceilings on shared CI. Each spawnSync call can terminate a valid install or CLI command when a shared runner is slow, even though the command would complete successfully.

Fleet instruction update for head |

Fixes #12626.
Freestyle guest setup reported missing/null exec status as
exited 124, discarded rollback failures, and could publish a damaged shim or treat a directory destination as success. Installation now validates and executes the staged CLI, completes prompt setup, then atomically replaces the shim. It fails closed with separate missing/invalid status, provider-reported timeout, explicit guest exit, transport/cancellation and local deadline outcomes. Diagnostics include the failing install stage without logging guest stdout/stderr.A 45-second overall install deadline covers upload/exec/background polling and cancels the owned request; temporary cleanup has a separate 10-second budget. Failed create/restore rollback has a 15-second budget. An unconfirmed allocation is retained in provisioning metadata, continues consuming its reservation, and never appears ready. Same-key retries and Base resets cannot allocate a replacement until an operator confirms cleanup. The API returns localized, nonretryable cleanup-pending guidance. Ordinary confirmed rollback remains immediately retryable and reuses one successful result.
Evidence: the recorded backend
4684b516e4ebfb000ddffc367f377fa0014888fdand main708c75849fcontain the same installer. The one correlated incident's exec request returned in 237 ms within a 893 ms provider create; a 30-second wait is not supported. Neither the saved trace nor a narrow read-only follow-up contains the exec response body. Synthetic fixtures reproduce each candidate outcome through the real pinned Freestyle 0.2.10 SDK; the exact historical provider trigger remains unknown.Validation:
cmux --helpandcmux tree --jsonagainst a fixture daemon, preserving arguments and output. No production VM/snapshot changes or production backend deployment. Verification is shell-only; no native app launch or GUI claim. Trade-off: uncertain deletion reserves capacity for operator reconciliation instead of allocating another machine. CodeRabbit/Bugbot reported capacity limits; main-agent review and deterministic policy checks completed, with no actionable review threads.

Its Cloud beta is opted in, and the remote PostHog flag allowlist includes only this tagged installation in addition to the pre-existing test installation; the general rollout remains at 0%. The tagged macOS build succeeded on fleet slotcmux-austin-mini-1.1, was downloaded and launched locally, andauth statusconfirmed the personal account. Its authenticatedvm lscall succeeded against the GCP dev backend and returned Pro limits. Dogfood: 12626-guest-shim-provisioning. The exact historical provider response remains unknown, and retained cleanup-pending allocations still require operator reconciliation.
