test(models): pin OpenRouter catalog fixtures

Summary

• Fixes the current main CI failure in tests/hermes_cli/test_models.py by pinning the remote curated OpenRouter manifest in tests that assert live-catalog filtering behavior.
• Keeps the tests focused on the mocked /v1/models payload instead of the moving hosted catalog.

• Failure: TestFetchOpenRouterModels.test_live_fetch_recomputes_free_tags and test_permissive_when_supported_parameters_missing dropped qwen/qwen3.7-max when the hosted curated manifest did not include it.
