aos-dptcl

This dptcl is from https://github.com/CPqD/ofsoftswitch13 but we delete all files except the dpctl port.

So it only can use dptcl command.

It has been modified to use for brodcom OFDPA pipeline and Accton OF switch, and output message can be convert to json.

Build Procedure:

1. apt-get install -y build-essential autoconf libtool pkg-config
2. boot.sh
3. configure
4. make
