rmardown-action first uplaod

This GitHub action allows the rendering of rmardown documents (.Rmd) to PDF, word or html documents. The action uses the rocker/r-rmd image which includes the R package rmarkdown, LaTex and pandoc.

Tests and examples are provided and feedback is appreciated!
