Add Kilted Kaiju ROS distro

This will not be useful immediately. The following needs to be merged to have somewhat working kilted distro:

• First, we need to update the overlay from rosdistro. workflows: Truncate PR message if it's longer than GitHub limit #640 should fix the problem with automatic update that prevented expressions for kilted to appear. I'll also post a PR which makes it easy to run updates manually.
• In Kilted, many packages depend on Zenoh. To build them, we need [ros2] zenoh-cpp-vendor #558, which will need Allow generating vendored-source.json for packages with multiple ament_vendor calls #620.
