PR #1609 made extensive changes to how EVM state is persisted, these changes introduced some new issues that we've been fixing in subsequent PRs but that work is still on-going and has been blocking new releases. So I'm reverting PR #1609 and the subsequent cleanup PRs so we can get a new production build out. We'll merge all of this back into master later.
