Fixes AgentRail NousResearch#57 process blocker.\n\n- contributor attribution uses the pull request declared base SHA, not origin/main\n- tests that inspect worker spawn explicitly stub the Docker image preflight; production preflight remains enforced\n\nLocal evidence: 356 passed. Coordinator-only lifecycle; no worker dispatch.
