it compiles and check-llvm passes with forward-declaration also so seems like it :D

Use the new range attribute from #84617 to simplify comparisons where both sides have range information.
only change from #83171 it the change of the allocator so the destructor is called for ConstantRangeAttributeImpl
reverts #84549
