Automate source code formatting with clang-format

• Add .clang-format based on Microsoft style guide

  • Microsoft's style guide
  • clang-format 14 or later is required.
  • ubnutu-latest (Ubuntu 22.04) runner has Clang-format: 13.0.1, 14.0.0, 15.0.7 preinstalled on it.
    • The default is 14.0.0 and it seems to be working well for our code base.

• Add shell script to run clang-format

• Update CI accordingly to integrate clang-format

  • CI will break for formatting errors in .c/.h/.h.in files.
  • Add separate job format to run clang-format
  • Add separate job tag to set TAG output parameter for ci job

• Format all existing C/Markdown/JS/JSON source files for future conformance

• Fix usage text

  • Update tests accordingly
