Summary

This PR performs gradle7 upgrade for the repo. The upgrade is done from gradle 6.9 to 7.6. There are existing test failures post gradle 7 upgrade.

./gradlew clean build to verify build works. However, post upgrade some tests are failing and currently looking into those failures.
