I've used https://download.opensuse.org/ports/aarch64/tumbleweed/appliances/openSUSE-Tumbleweed-Minimal-VM.aarch64-kvm-and-xen.qcow2 for the aarch64 image, and it seems to be working fine:

$ limactl shell opensuse-tumbleweed uname -a

I don't know why it doesn't boot in emulation mode. It worked fine on my M1 machine, but on Intel I also get the boot menu.

Looks like I was mistaken; I was still running the old JeOS image from the cache. The Minimal image has the same issue on M1. ☹️
