Summary

#6364 brought the JEV decision methods (TypeSafe, System One server, decisionModel) to dev. This PR adds the JEV pieces that were left out of that PR: remaining-quota signals and a level decision mode. A follow-up PR adds configurable decision wording on top of this one.

Quota signals (decisionQuotaSignals: true)

  • Each candidate target carries a quota tier: healthy, limited (70% used or more) or nearly_exhausted (90% or more). The tier comes from the worst relevant window: 5h, weekly, monthly, and model-family weekly windows when the model id names the family.
  • Rows are read synchronously from the cached provider quota reports. A decision never triggers a probe, and a row older than 30 minutes counts as unknown.
  • Route mode: each option gets a tier clause (descriptive services) or a quota criterion (TypeSafe), plus one instructions.quota sentence. These are advisory only; exhaustion vetoes stay in resolve.ts. If the quota text alone pushes a request over the size cap, the request is sent again without it.
  • No signal: with no signal the request bytes are identical to before. Golden fixtures cover TypeSafe and self-hosted, with and without quota.
  • Warmer: a background timer (every 12–15 minutes, unref'd, no static imports) keeps the cache warm. It does nothing unless some JEV combo is quota-aware.

Level mode (decisionMode: "level", decisionLevels, decisionFallbackLevel)

  • The decision backend answers one small choice question: which demand level fits the next call (trivial, routine, hard, deep, agentic_heavy, agentic_light, using whichever levels are configured). ocx then walks that level's ordered candidate list and picks the first target and effort that is still eligible.
  • Quota-aware levels: with quota signals on, the pick inside a level prefers healthier tiers. This is deterministic, not advisory.
  • Fallbacks: if the chosen level has no usable candidate, ocx tries the fallback level (default routine), and if that fails too, fails open to the first eligible target. The persisted decision record has levelPath set to chosen, fallback_level or fail_open.
  • Backends: level mode works with every decision method, including decisionModel. In that case the model is asked for a level key as JSON. If decisionModel is set but no invoker is available, the gate is still missing_key.

Within-level routing (decisionLevelSelect: "route")

  • Level mode first classifies the call into a level as before. With "route", ocx then sends a second route decision restricted to that level's candidates, with each target's efforts narrowed to the efforts listed for it in the level. Quota hints, when enabled, are sent in this second call.
  • Default: "order" keeps today's bytes and behaviour (ordered walk of the level's candidates) and is stored by omission.
  • Fallback: on any second-stage failure gate, ocx falls back to the deterministic in-level pick. The persisted record carries levelSelectPath and levelSelectGate.
  • Timeout: both stages share one timeout budget.
  • CLI / management / dashboard: new flag --decision-level-select <order|route|->; management round-trips, the dashboard, docs and tests cover the new field.

Config, CLI, management, dashboard

  • Validation: a level candidate must name a combo target and an effort that target allows. Levels need at least 2 levels and 1–32 candidates each; duplicate candidates are rejected. decisionFallbackLevel requires decisionLevels.
  • Normalization: route and false are stored by omission. A level description equal to the default is also stored by omission.
  • CLI: new flags --decision-quota <on|off|->, --decision-mode <route|level|->, --decision-levels <json|-> and --decision-fallback-level <level|->. Clearing the levels also clears the fallback level.
  • Management PUT: a PUT that omits these fields keeps them. Switching the strategy away from jev drops them.
  • Provider rename: renaming a provider updates the level candidates that refer to it, so the config still loads.
  • Dashboard: adds a quota-aware toggle, a decision-mode selector and a read-only view of the levels (levels are edited through the CLI). It flags stale candidates before Save, offers "Clear stored levels", and warns before a strategy change drops the levels.
  • Persisted decisions: each record gains a privacy-safe quota summary (counts per tier, plus the selected target's tier) and level/levelPath.

Captured from the dashboard of a proxy built from this branch. The decision service name and endpoint are redacted. The image is pinned to asset commit ffccaeb1a.

Verification

  • Latest (c0215db): bun x tsc --noEmit passes; JEV + layout tests: 268 pass across 25 files; GUI jev tests: 22 pass.

  • bun test tests/test-layout.test.ts tests/test-layout-tooling.test.ts: 18 pass. All eight new root tests are registered in scripts/test-layout/layout.json and tests/fixtures/test-layout-expected.json (2416b4b); together they pass (72 tests).

  • bun x tsc --noEmit (root) and cd gui && bun x tsc -b: clean.

  • JEV, combo, CLI, provider-rename, stats, server e2e and tests/gui: 741 pass, 0 fail. gui/tests: all pass, apart from timing-dependent star-onboarding tests that pass when run alone, on this branch and on dev.

  • bun scripts/test.ts --changed=dev: the 242 failures fall in 37 files (service, Docker, ws, storage, auth, ...). I ran each of those files on this branch and on a clean dev checkout, and every file had the same failure count. No regressions.

  • Golden request-byte fixtures pass for route mode (with and without quota) and for level mode.

  • Routing eval on the production path (normalizeComboConfig + resolveJevComboDecision, level mode, self-hosted tev1): 92/99 on the labelled set and 56/60 on the held-out set, with 0 fail-opens.

  • Live check on a running proxy built from this branch: level mode logged level/levelPath. The quota-aware pick chose the healthy candidate over three limited ones.

  • gui oxlint could not run in my environment: Node 20 cannot load the .ts lint plugin, and the same happens on dev.

  • CodeRabbit findings addressed in c6ed9de and f5d9edf (docs: quota payload scoped to route mode; localized pages deferred to a full JEV translation pass, agreed in-thread). First round in c6ed9de: zh/zh-TW full-width punctuation, parseJevDecision reuses the shared validators, level descriptions reject U+2028/U+2029, golden test no longer passes an undeclared option. The Codex reviewer did not run (usage limit).

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed. Guide, configuration and CLI references, structure/providers/jev-decision.md, and the ocx skill.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. Level questions carry no target identities or quota; quota is used locally only; the persisted record holds only closed enums and counts.

Ports the JEV pieces lidge-jun#6364 left out, on top of the decisionModel backend:

- decisionQuotaSignals: attach a cached, never-probed quota tier to each
candidate; route questions carry it per option, level mode ranks by it.
Absent quota leaves the decision request byte-identical.
- Background quota warmer, dormant unless a quota-aware jev combo exists.
- decisionMode "level" with decisionLevels / decisionFallbackLevel: the
decision backend classifies demand, ocx picks the level's first usable
candidate. Works through the System One service or decisionModel.
- Validation, sparse normalization, CLI flags, management round-trip
preservation, and quota/level fields on the persisted decision record.
- A stored decisionPrompt is carried through saves unchanged.

…uest bytes

- Provider id migrations re-point decisionLevels candidates with the targets
they name, so a renamed provider no longer leaves a config that fails to load.
- Golden fixtures pin the route-mode (TypeSafe and self-hosted, with and
without quota) and level-mode decision request bytes.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
- "Consider remaining account quota" checkbox in the JEV decision section.
- Decision mode selector with a read-only view of the stored levels; the
dashboard cannot edit levels and points to `ocx combo set --decision-levels`.
- Stale level candidates are flagged before Save, route mode offers Clear
stored levels, and leaving the JEV strategy warns that levels are dropped.
- Overview shows quota-aware and level mode.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
- `ocx combo set --decision-levels -` also clears a stored fallback level;
the listing row would otherwise resend it and the save was refused with
  "decisionFallbackLevel requires decisionLevels".
- The decisionModel route backend drops quota clauses and retries when they
alone push the prompt over the size cap, matching the System One path,
and reports quotaSent only when the quota version was sent.
- The quota warmer no longer registers its shutdown hook after a stop.

📝 Walkthrough

Walkthrough

JEV combos now support route and level decision modes and optional cached quota signals. The change adds configuration validation and management, decision resolution, quota refresh scheduling, decision logging, and GUI and CLI controls.

src/combos/jev-decision-contract.ts, src/combos/jev-level-config.ts, src/combos/types.ts, src/types/config.ts, src/cli/combo.ts, src/server/management/combo-routes.ts, src/providers/provider-id-rewrite.ts, src/combos/index.ts, src/types.ts, tests/cli/*, tests/providers/*, tests/routing/jev-level-mode.test.ts, tests/routing/jev-quota-signals.test.ts, docs-site/src/content/docs/reference/cli/agents.md, docs-site/src/content/docs/reference/configuration/routing.md, skills/ocx/SKILL.md
Shared JEV types define quota and level settings. Validation and normalization, CLI updates, management API updates, and provider-ID rewriting handle those settings.
Quota signals in route decisions
src/combos/jev-quota.ts, src/combos/jev.ts, src/combos/jev-model-backend.ts, tests/routing/jev-quota-signals.test.ts, tests/routing/jev-level-model-backend.test.ts, tests/routing/jev-route-golden.test.ts, tests/fixtures/jev-route-request-golden.json, docs-site/src/content/docs/guides/combos.md, docs-site/src/content/docs/reference/configuration/routing.md
JEV route requests can include quota data from fresh cached quota rows. If quota data makes a request exceed its size limit, the resolver retries without it. Decision results and persisted summaries include quota details when available.
Level decisions and decision records
src/combos/jev-level.ts, src/combos/jev-dispatch.ts, src/server/responses/core-combo.ts, src/usage/jev-stats.ts, tests/routing/jev-level-mode.test.ts, tests/routing/jev-level-model-backend.test.ts, tests/server/server-jev-level-e2e.test.ts, tests/routing/jev-route-golden.test.ts, tests/fixtures/jev-level-request-golden.json, docs-site/src/content/docs/guides/combos.md, docs-site/src/content/docs/reference/configuration/routing.md, structure/providers/jev-decision.md
Level mode classifies a request into a configured level, selects an eligible candidate, and uses fallback paths when classification or candidate selection fails. The response pipeline records available level and quota data in decision logs.
Background quota refresh
src/combos/jev-quota-warmer.ts, src/server/background-lifecycle.ts, tests/routing/jev-quota-warmer.test.ts
The background lifecycle starts and stops a quota warmer. The warmer refreshes quota reports when a JEV combo has quota signals enabled.
Workspace controls and localization
gui/src/combo-workspace-data.ts, gui/src/components/combo-workspace-add-modal.tsx, gui/src/components/combo-workspace-detail-panel.tsx, gui/src/components/combo-workspace-jev-decision.tsx, gui/src/components/combo-workspace-jev-levels.tsx, gui/src/components/combo-workspace-overview-panel.tsx, gui/src/i18n/*, gui/tests/*, tests/gui/*, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json
The workspace reads and saves quota and level settings. It displays level summaries and stale-candidate warnings, and supports clearing stored levels. Localizations and tests cover these controls and interactions.

Before / after behavior

  • observed — Modified behavior in gui/src/combo-workspace-data.ts: The module imports and re-exports JevLevelId and imports the JEV level defaults and IDs; the existing native-model re-export remains.
  • observed — Modified behavior in gui/src/combo-workspace-data.ts: ComboItem gains JEV quota-signal, mode, stored-level, fallback-level, and draft-only clear-level fields. New exported candidate and level types describe provider/model/optional-effort entries and configured levels. normalizeDecisionLevels accepts only object-shaped input, walks canonical level IDs, skips malformed levels and candidates, keeps only recognized effort values and nonblank string descriptions, and returns undefined when no levels survive.
  • observed — Modified behavior in gui/src/combo-workspace-data.ts: parseComboList now parses decisionLevels through the new normalizer.
  • observed — Modified behavior in gui/src/combo-workspace-data.ts: Parsed combo rows now retain decisionQuotaSignals only when exactly true, decisionMode only when exactly "level", normalized decision levels when present, and a fallback level only when it matches a known JEV level ID.

- parseJevDecision reuses jevChoiceProbability and jevConfidence, so route
and level answers are validated by one implementation.
- Level descriptions reject U+2028 and U+2029, which JSON.stringify keeps
as raw line breaks in the decision request.
- The golden test no longer passes an option the resolvers do not declare.
- zh and zh-TW quota hint use full-width punctuation.

Level mode ranks candidates by cached quota tiers locally and sends no
quota text; the guide, references, and skill now say so.

Scoped blocking layout review of the current head; this is not a full approval of the routing/quota patch.

The eight newly added runtime-domain tests (cli-combo-jev-level, combo-workspace-jev-level, jev-level-mode, jev-level-model-backend, jev-quota-signals, jev-quota-warmer, jev-route-golden, and server-jev-level-e2e) are absent from both scripts/test-layout/layout.json and tests/fixtures/test-layout-expected.json at this head. I checked the immutable head contents, not only the changed-file list. GUI-local tests have a separate convention; this request concerns the files under root tests/.

Please register every new runtime-domain test basename in both maps with its actual domain, then run bun test tests/test-layout.test.ts tests/test-layout-tooling.test.ts alongside the affected behavioral tests. Root AGENTS.md and the layout tooling require explicit registrations even when a regex seed happens to place a file correctly. Carry the same registration change through the dependent PR so its eventual dev diff is self-consistent, and re-attest readiness against the resulting head.

Also pin the screenshot evidence URL to an asset commit SHA rather than the mutable pr-assets-jev-6423-6424 branch before final readiness. No scan, live provider request or live configuration mutation was needed for this scoped check.

@Ingwannu thanks, both items are done.

  • Test layout: all eight new root tests are now registered with their actual domain in both scripts/test-layout/layout.json and tests/fixtures/test-layout-expected.json (2416b4b): cli-combo-jev-level → cli, combo-workspace-jev-level → gui, jev-level-mode / jev-level-model-backend / jev-quota-signals / jev-quota-warmer / jev-route-golden → routing, server-jev-level-e2e → server. bun test tests/test-layout.test.ts tests/test-layout-tooling.test.ts passes (18), and the eight behavioral files pass together (72).
  • Screenshot: the description now points at asset commit ffccaeb1ae1841b5cfd124597c854c88a4f39abc rather than the branch.

#6424 carries the same registrations through the rebase and adds jev-decision-prompt → routing (92b5e54). I'll re-attest readiness on both heads.

The scoped layout/screenshot blocker is fixed in 2416b4b: all eight domain entries are present in both maps and the screenshot is SHA-pinned. Dismissing only my superseded scoped change request; this is not full routing/quota approval, CI authorization, or a readiness waiver.

…le nits

Fix decisionLevelSelect prerequisite and quota wording, move the canonical
guide section into Level mode, link from reference pages, drop locale blocks,
match GUI hint styling, and pin the routed overview chip.

…idy level-select contract

Within-level routing no longer turns a classified level without a usable
candidate into a timeout once the budget runs out; it now returns the same
result as order selection. Add JEV_LEVEL_SELECT_PATHS for the persisted
normalizer, build the CLI check from JEV_LEVEL_SELECTS, split the
decisionLevelSelect validation into JEV-only and level-prerequisite
messages, aggregate stage usage once per return, drop a dead CLI clause,
and document the new fields and the exported resolver.

Closing: superseded by a different level-routing approach; not pursuing this PR further.
