Summary

Stacked on #5081, which added the phase timing. This moves cost that sits inside a measured window but is not what the assertion is about. No budget is widened, no test is skipped, and no platform is excluded.

The image fixture is built once instead of seven times. tests/adapters/openai/openai-chat-image-normalization.test.ts asks seven cases for the same 1000x1000 noise PNG, and producing one is a million-iteration pixel fill followed by a PNG encode of bytes that are incompressible by construction. Two of those seven are the cases that overran the lane's 60s ceiling, and each was paying for a build inside its own window. It is preparation for all seven: no case asserts anything about how the fixture was produced, only about what the normalizer does to it. Sharing is safe because nothing writes to the result — the normalizer mutates freshly built wire objects rather than the base64, and the one case needing a truncated copy uses slice, which allocates. Per-case isolation still comes from resetNormalizeStateForTests, which is unchanged.

The re-encoding inside the normalizer is untouched. That is the contract for imageTierBias, which compares what two ladder positions produce, and PR #5081 measures it as its own phase so the remaining figure can be argued about on its merits.

The provider-option spine stops interrogating the host. startServer was called with no seams, so startup asked the real service manager who owns the fixture's sandboxed homes. On macOS that is up to four synchronous launchctl print children across two domains, each carrying a two-second subprocess budget (src/service-manager-probe.ts), inside a 30s bound this case missed by 29ms. The case is about Pool, Direct, and API ownership across transports; who installed a launchd job on the runner is not part of it. It now passes ownedServiceHomeInspection, the seam that exists for exactly this and is already used by four other fixtures. The verdict does not change: owned means no persistent service claim was observed, which is what a runner with no installed service reports anyway. Because reprobeNativeOwnership routes through the same inspectStartupOwnership(deps, ...), the retry path is covered too.

The spine releases its socket and its child on the failure path. The client WebSocket was closed only after the last successful turn and the migration child was only awaited, so a case that threw mid-spine left a live socket and an unreaped child behind in a process with hundreds of files still to run. Both are now hoisted and released in the outer finally. A wsTurn that times out also detaches its message listener, which it previously did only on the success path — a turn that gives up while still subscribed can resolve a later turn's capture count.

The heartbeat case: a disposition, not a fix

This one is deliberately left alone, and the reason is worth recording because it is not the reason the issue assumed.

The case is named "heartbeats feed the watchdog", and it does not feed a watchdog. runWithWebSearch drains the first iteration through prepareIterationDrained (src/web-search/loop.ts:613), awaits it eagerly (src/web-search/loop.ts:820), and constructs bridgeToResponsesSSE with the stall watchdog only afterwards (src/web-search/loop.ts:947). The case returns its 429 on the first send, so the 1.5s heartbeat-fed wait runs before any watchdog exists and the heartbeats are swallowed by the drain loop. Ablate the heartbeat yields in sleepWithHeartbeats and this case stays green, which is the second condition tests/helpers/test-budget.ts requires and does not hold here.

So the 1.5s is neither contract cost nor contention. It is a wait that buys nothing, which by that same policy should be removed rather than measured.

It is not removed here, because the two ways to do it are both worse than leaving it:

Shortening the backoff keeps the case exactly as vacuous while quietly weakening a relationship the comment still asserts — that the backoff exceeds the stall budget. Today that relationship is inert; if the bridge is ever constructed earlier it becomes load-bearing again, and a smaller number would have silently broken it.

Making the case real means moving the 429 onto a post-bridge iteration, which is the established twoPassAdapter shape in the same file, and then driving the watchdog. The bridge already has a timers seam (src/bridge/sse.ts:129) but WebSearchLoopDeps does not forward it, so this needs a production change. Without the seam the real-timer version is worse than what exists: the bridge tick is fixed at 2000ms, so the backoff has to exceed it for a silent tick to land inside the window, which means 2.5s or more of wall clock against a 5s bound — further over, not further under.

That is a correctness fix to a test that is not measuring what it claims, and it wants its own review and its own control-lane evidence rather than being folded into a contention change. The phase record from #5081 will also say how much of the 6233ms was ever the wait, which is worth knowing before rewriting the case around it.

What this deliberately does not do

The anthropic-image-normalize.test.ts N1 case builds a 12-megapixel PNG before calling the normalizer, and that preparation could be shared the same way. It is left alone: N1 is the first consumer of that size in its file, so memoizing saves the second build and not N1's own, and N1 did not appear in the completed control run at 56a99d3848. It is worth revisiting once the phase record from #5081 says where its time actually goes.

The migration child is still spawned inside the ownership spine. Moving it to the migration file that already exists would take a whole child off this case, but that is a coverage decision rather than a contention fix, and it should be made with the phase numbers in hand.

Verification

No local suite was run. No local test, focused test, typecheck, build, or install was executed, and the ocx binary was not invoked. Verification is static reasoning plus hosted CI at the exact head.

A control dispatch at this head (run 35386456242, job 105734706534) was cancelled at the lane's 75-minute budget before reaching the two image cases or the spine, so the control lane has not yet exercised these changes. The sharded macos 1/2 and macos 2/2 legs, which run the same files, are green at this head, as are all four Linux shards. What the control run did show is another failing pair, retained sync and convergence produce identical canonical bytes in either order at 34675.71ms and the Cursor stream-health watchdog case, neither of which is one of the four.

  • Base is test(ci): split phase timing for the four #4997 budget overruns #5081's head; enforce-target skips the wrong-base gate for a child of an open PR.
  • File-size ratchet: neither touched file is tracked in tests/fixtures/file-size-baseline.json and both stay far under the 2000-line threshold.
  • The ownership seam is asserted nowhere in this case, so injecting it cannot mask an assertion. A fixture that wants the fenced path must use the real inspection, which the seam's own header says and this case does not need.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed. No user-facing behaviour changes; the reasoning is in the comments at each change.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. Test-only seams already declared test-only in StartServerDeps; no auth, credential, or workflow surface is touched.

The OpenAI image normalization test now memoizes noisy PNG fixtures by dimensions. The provider-option E2E test now uses fixture ownership inspection, removes timed-out WebSocket listeners, and cleans up WebSocket and migration-child resources on all teardown paths.

Three of the four cases spend most of their budget on work the assertion is not about. The image file builds the same 1000x1000 noise PNG seven times, once inside each of the two windows that overran; it is now built once per size and shared, which no case can observe because nothing writes to the result. The provider-option spine asked the host service manager who owns its sandboxed homes, which on macOS is up to four synchronous launchctl children at two seconds apiece, and it now uses the seam that exists for exactly this. Its WebSocket and migration child were reachable only from the success path and are now released on the failure path too.

Clean up wsTurn when ws.send throws.

ws.addEventListener("message", onMessage) and the watchdog timer are registered before ws.send. If the WebSocket implementation throws synchronously because the socket closes between registration and sending, the Promise rejects without clearing either resource. The listener and timer remain active until the watchdog fires. Route ws.send errors through the same cleanup used by the timeout and successful-message paths.
