feat(usage): attribute a recovery the send budget withheld - #5056
Conversation
When the send budget refused a retry or an account-rotation hop, the runtime returned the upstream response it already had and recorded nothing. A log with one physical send was therefore ambiguous: it could mean no recovery was eligible, or that one was and the budget withheld it. Those need opposite follow-ups, and only the first was visible. `recoveryWithheld` is a bounded per-attempt vocabulary recorded beside `recoveryKinds` and separately from `sendCount`. Nothing was sent, so the count that means "requests this proxy actually made" does not move. The four states the issue asks to distinguish fall out of the pair: neither field set means nothing was eligible, a withheld reason means something was and the budget refused, and a recovery kind means one was dispatched. Recorded at the four places that previously fell through silently: the Google retry ladder when it holds a retryable response, and the generic OAuth rotation in the run-turn, passthrough and adapter-continuation loops. The adapter seam is `onRecoveryWithheld`, a sibling of the existing `onPhysicalSend` rather than a new argument to it, so an adapter cannot report a refusal as a send. Closes #5044.

📝 WalkthroughWalkthroughThe change adds bounded recovery-withheld metadata for retry and OAuth rotation events refused by the send budget. Adapter callbacks, response dispatch, request logging, normalization, and regression tests now preserve this attribution without increasing physical send counts. ChangesRecovery-withheld attribution

Record refusals in every recovery loop
When a Responses request reaches a retryable response with an exhausted shared budget outside the Google adapter path, this callback is never invoked: the generic OAuth loop still silently breaks at adapter-dispatch.ts:801-809, the generic and Anthropic sidecar loops return at sidecar-execution.ts:179-183 and 217-221, and the same-target retry guards simply skip their loops. Those attempts therefore persist neither a recovery kind nor a withheld reason and remain indistinguishable from attempts where recovery was never eligible. Route refusal recording through the shared budget helpers, or instrument every refusal exit, and add focused coverage for these paths.

Surface withheld recovery reasons in the log UI
Although recoveryWithheld is persisted and returned with attempts, gui/src/pages/Logs.tsx does not include it in LogAttempt, and its attempt-reason calculation only examines errorCode and recoveryKinds (Logs.tsx:1124-1128). Consequently, operators using the dashboard still cannot distinguish a budget-withheld recovery from an ineligible recovery—the diagnostic distinction introduced here is visible only in raw JSON. Add the closed UI type, localized labels, and rendering for these reasons.

Summary
A recovery the send budget refused left no trace, so a request log could not be read.
When
reserveDispatchrefuses, fetchGoogleWithRetryreturns the upstream response it already holds and the account-rotation loops break — both correct, and both silent. The persisted attempt then showed the samesendCountand the same emptyrecoveryKindsas a request where no recovery was ever eligible. Those two need opposite follow-ups: one says raise the budget, the other says look upstream.recoveryWithheldis a bounded per-attempt vocabulary recorded besiderecoveryKinds. The four states the issue asks to distinguish fall out of the pair rather than needing four values: neither field set means nothing was eligible; a withheld reason means something was and the budget refused it; a recovery kind means one was dispatched.sendCountdoes not move. Nothing was sent, and inflating the count to signal a refusal would corrupt the one number that means "requests this proxy actually made". That is also why the adapter seam isonRecoveryWithheld, a sibling of the existingonPhysicalSendrather than another field on it — an adapter cannot report a refusal as a send even by accident.Recorded at the four places that previously fell through silently: the Google retry ladder when it is holding a retryable response, and the generic OAuth rotation in the run-turn, passthrough, and adapter-continuation loops. The last one distinguishes "the budget refused" from "rotation found no next account", which produce the same response today.
The vocabulary is
retry-send-budgetandrotation-send-budget. It is never a credential, an account id, an upstream body, prompt content, or exception text.Closes #5044.
Verification
Two adapter cases in
tests/adapters/google/google-vertex-http.test.ts, beside the prepaid-final-send cases they extend. A 429 and a 503 with a prepaid budget assert all four properties the issue's suggested regression names: one physical send, the original response preserved by identity, no fabricated recovery send, and a stableretry-send-budgetattribution. A 404 — a status the ladder would never retry — asserts nothing withheld, which is what keeps the empty case meaningful; a field that is always set says nothing. One case in
tests/usage/usage-log.test.tsfor the persisted projection: recognized reasons round trip, a repeated reason deduplicates because one rotation refused twice is one fact about the attempt, an unrecognized reason is dropped rather than failing the row, and an attempt that withheld nothing omits the key entirely so old rows keep their exact shape. It also re-asserts thatsendCountis untouched across all four.Hosted CI on this branch is the check; no local suite was run.
Checklist
No credential, auth, workflow, or release surface is touched. The added field is a fixed two-value enum validated on read, so a malformed or hostile log line cannot introduce arbitrary text into the projection, and the writer has no path that derives the value from a response body or an exception.
