Preserve leading whitespace when no billing header is removed. parsed.context.systemPrompt is joined without trimming, passed through identifyRoutedModel, and then reaches stripAntigravityBillingHeader for Cloud Code Assist requests. When no x-anthropic-billing-header matches, replace() leaves the text unchanged, but unconditional trimStart() removes its leading whitespace. Return the original text when no header is removed, and call trimStart() only after a header removal.

…odels Claude Code CLI (v2.1.200+) injects an internal billing header (`x-anthropic-billing-header: cc_version=...`) as the first line of its system prompt. Cloud Code Assist / Google Antigravity inspects `systemInstruction` and rejects requests containing this header with HTTP 429 RESOURCE_EXHAUSTED. Strip `x-anthropic-billing-header:` at the start of Cloud Code Assist system prompt while preserving non-leading occurrences, leading whitespace, all other instructions, and non-CCA requests.

Reviewed against current head 77f21a45387463d3122c247b3193f0b5e3b0c813. The change is in the correct adapter boundary and is correctly limited to Cloud Code Assist. The points below are refinements, not merge blockers.
The start anchor does fire for the real Claude surface. systemToInstructions collapses the top-level Claude system array in order with a blank-line join (src/claude/inbound-content-options.ts:4-12). The resulting string becomes the first Responses instruction, and src/responses/parser.ts:144-146 pushes that string as systemPrompt[0]. messagesToGeminiFormat then places the client's system text first and appends the proxy-owned text after it (src/adapters/google.ts:288-301). Nothing is prepended, so a billing header sent as the first line by Claude Code remains at offset 0 when stripAntigravityBillingHeader runs. Therefore ^ without /m is the right anchor for the stated behavior.
One design choice should be documented more explicitly at src/adapters/google.ts:104-115. The billing-header strip applies to every Cloud Code Assist request, while the neighboring Claude SDK paragraph strip is gated by the probe-established generation set at src/adapters/google.ts:61-72. That deviation is defensible: the billing header carries accounting metadata and no instruction value, so removing it cannot change model behavior in the way removing an identity paragraph can. Please say that in the JSDoc, because the surrounding documentation establishes per-generation probe evidence as the normal discipline for prompt removal.
The causal claim still needs the same matched-envelope probe that this file already documents for the Claude SDK paragraph. Two live 200 responses after the change do not distinguish “the header caused the rejection” from “the quota window rolled over.” The conclusive check is the same account and model in the same minute, changing only this line, and observing 429 -> 200 -> 429 when the header is removed and restored. classifyGoogle cannot settle that from the error text: src/adapters/google-errors.ts:21-32,52-64 does not classify Resource has been exhausted (e.g. check quota) as hard quota because the message contains none of the hard-quota needles. A policy rejection and a genuine transient limit therefore have the same wire classification here.
The highest-value addition is a composition regression test in tests/adapters/google/google-adapter.test.ts. The current positive test supplies the billing header and following text as separate systemPrompt entries. Real Claude Code can send one system text block containing the header immediately followed by You are a Claude agent, built on Anthropic's Claude Agent SDK.. The existing paragraph filter at src/adapters/google.ts:97-101 removes only a blank-line-delimited paragraph whose value exactly equals that sentence, so it misses when the billing header is still attached. Running the new header strip first repairs that composition and likely fixes the existing Gemini 3.7/3.8 Flash rejection path as well. Please add one test with both lines in a single block and assert that both the billing header and the Claude Agent SDK paragraph are absent from the final systemInstruction.
Nit: src/adapters/google.ts:58-60 also deletes the unrelated blank line above the existing JSDoc, despite the focused-scope checkbox. Restoring it keeps this diff entirely about behavior.
Finally, this addresses one plausible cause under #4856 and should not be described as resolving the issue. It does not explain genuine per-family quota exhaustion, family-blind account ranking, the provider-save DNS rejection, or the report's single physical send with an empty attempt-level account label. Those remain separate evidence and recovery questions.

Summary
x-anthropic-billing-header:for Cloud Code Assist (CCA): Claude Code CLI (v2.1.200+) injects an internal billing header (x-anthropic-billing-header: cc_version=...) as the first line of its system prompt. When proxied through Cloud Code Assist / Google Antigravity, Google inspectssystemInstructionand rejects requests containing this header with HTTP 429RESOURCE_EXHAUSTED("Antigravity rate limit exceeded: Resource has been exhausted"). Stripping this header at the Cloud Code Assist request boundary resolves this specific policy rejection.^without/mflag) to preserve non-leading occurrences and retain leading whitespace for prompts without billing headers.rejectsClaudeSdkParagraphJSDoc and documented why billing-header removal is unconditional across Cloud Code Assist requests (accounting metadata vs prompt identity semantics).ANTIGRAVITY_CLAUDE_SDK_PARAGRAPH_REJECTORS.Verification
