This PR ensures
CGO_ENABLEDis set for all thego testcalls. It putsmingw64binaries onPATHfor Windows builds (with override tomingw32forGOARCH=386viaPATH_386var introduced in protocol/.github#289). Finally, it installsgcc-multilibandlibssl-dev:i386on Linux workers, and sets the desired C compiler for 32 bit machines toi686-w64-mingw32-gcc.
