Fixed lots of issues on Windows:

Fix encoding error by enforcing utf-8 for stdout. Should fix windows平台输出的中文乱码怎么解决？ #73 & MSVC编译的main.exe运行乱码 #41.
Enable AVX(2) instructions on Windows via Add avx compile options on Windows (synced from llama.cpp) ggml-org/ggml#435 to significantly boost performance. Should resolve win10+8核i78665U+24G内存无GPU运行chatglm2-6b Q4输出异常缓慢 #55.
Support pip install python binding on Windows.

Feature requests (#53, #54) for Windows can also be resolved.
