Code review

The diff for this PR consists of exactly one change:

diff --git a/test b/test
new file mode 100644
index 0000000..e69de29

A new, empty (0-byte) file named test at the repository root. There is no code, configuration, or workflow change to review, so there are no correctness, security, or simplification findings to report.

One note on the change itself: test is an untyped, empty file with no referencing code (nothing in Dockerfile, the workflows, or stow-packages reads it), and the name collides with the shell builtin/coreutils test, which makes it confusing to have on PATH-adjacent roots. If this PR is a pipeline smoke test against release/1.6.3-v3, the file should be dropped before merge rather than landing on main.

Happy to do a real review once there's a substantive diff.
