Produce a functional DICOM parser.

This will allow for code consumers to read data contained inside any given DICOM file, in a format at least in line with other DICOM parsers (i.e. supports searching by Tag, value decoding, character set support, etc.)

Alongside the parser functionality, a utility binary will be produced to allow users to view the contents of DICOM files.
