Persist tour across reloads on weak networks

Summary

• Replaced the removed user_id from useUser composable with currentUserId.
• Ensured the tour persists across page reloads, even under weak network conditions.
• Verified manually by reloading the page multiple times while connected to a slow/unstable network and confirming that the tour state is retained.
