Due to this upstream issue, the PHPUnit ai guideline isn't included in the rendered guidelines.

Steps To Reproduce

1. Install Boost and PHPUnit in a Laravel project
2. Run php artisan boost:install --silent
3. View the rendered guidelines in .github/copilot-instructions.md -- the PHPUnit section will be missing
