Add build & deployment workflows

This PR:

• adds an automatic compilation step using the dictionary-tools submodule;
• adds an automatic SonaType deployment step;
• significantly refactors the shell and Perl scripts used to derive the Morfologik-ready pre-processed data from Dicollecte data;
• adds a 'final' version of the Morfologik-ready data (data/dict.txt) to be used from now on (since it looks like there won't be new Dicollecte releases);
• reorganises directories and renames files for compatibility with dictionary-tools;
• improves documentation.
