fix: Allow basic Astra DB Collection creation in combobox #5958

This pull request enables a combobox in the collection dropdown, which will allow a user to create a non-vectorize collection directly through langflow if desired.

   - Simplified condition checks and removed redundant code.

These changes should help improve the speed of the program, especially in environments with a large number of database options and collections.
