docs: Update CONTRIBUTING.md to mention uv #3965

This pull request updates the CONTRIBUTING.md file to reflect the new development setup and remove docker-compose instructions. It also removes the Poetry check, updates the uv command, and removes the dev target from the Makefile.

Removed docker mentions until we update the setup.
