Improve compatibility in pre v1 release

This pull request updates the langchain-azure-ai package version and adjusts a dependency constraint in pyproject.toml to improve compatibility.

Dependency updates:

• Changed the langgraph dependency version requirement from >=0.6.8,<0.7.0 to >=0.3.34,<0.7.0, allowing a wider range of compatible versions.

Version bump:

• Updated the package version from 0.1.8 to 0.1.9 to reflect these changes.
