fix(code): hand pointer over splash tracing project link - #3858

The LangSmith tracing project link in the startup splash renders as a clickable hyperlink but never changed the mouse pointer on hover because `auto_links` is disabled (to avoid a hover-refresh flicker). Update the pointer shape manually from the style under the cursor so terminals that support the Kitty pointer-shape protocol (e.g. Ghostty) show a hand. …i#3858) Splash-screen tracing project link now shows a hand cursor on hover in terminals that support pointer shapes. --- The LangSmith tracing project link in the TUI startup splash renders as a clickable hyperlink and has an `on_click` handler, but the mouse pointer never changed shape on hover. Because `auto_links` is disabled (to avoid a hover-refresh flicker), the pointer shape was never updated. This adds `on_mouse_move`/`on_leave` handlers that set the widget pointer to `pointer` (hand) over link spans, so terminals supporting the Kitty pointer-shape protocol (e.g. Ghostty) show the hand cursor.
