/kind feature

Add missing criteria and close some pending work, a follow up PR will update the types to beta

  • Despite the tree is more optimal it is more complex than a linear search, and since the number of ServiceCIDRs is not expected to be large, use a linear search instead.
  • Add tests for enable and disable the feature.
  • Add metrics to record the latency.
  • Evaluate performance
  • Add dual-write feature gate to avoid duplicates ClusterIP on upgrades

Ref: kubernetes/enhancements#4645

KEP-1880: Users of the new feature to add multiple service CIDR will use by default a dual-write strategy on the new ClusterIP allocators to avoid the problem of possible duplicate IPs allocated to Services when running skewed kube-apiservers using different allocators. They can opt-out of this behavior by enabled the feature gate DisableAllocatorDualWrite

Please note that we're already in Test Freeze for the release-1.29 branch. This means every merged PR will be automatically fast-forwarded via the periodic ci-fast-forward job to the release branch of the upcoming v1.29.0 release.

Fast forwards are scheduled to happen every 6 hours, whereas the most recent run was: Sun Nov 26 10:00:25 UTC 2023.

The Kubernetes project has merge-blocking tests that are currently too flaky to consistently pass.
