audit: migrate buckets, organizations to new format

This is part of a series of PRs:

• base PR is audit: unbreak ci-k8sio-audit job #2104 (unbreaks ci runs of audit)
• next PR is audit: redo organizations, storage-api and add container/clusters, logging, monitoring #2102 (changes audit to export files in new layout, exports more resources)
• this PR (runs migration to new layout, introduces newly exported resources)

This is an attempt at making the next audit job PR easier to review by getting migration to the new format and introduction of new resources out of the way. See #2102 for specific details of new resources/layout
