It isn't clear to me how this Job will related to this workload.

Should there be a mention of the workload in the template?

Given that @erictune is OOO this week, we agreed offline that I will take over this KEP and fill in the remaining sections in it while he is out. Given that I don't seem to have persmission to push to this PR, I'm opening a new one based on this one and closing this one.

So closing in favor of #5558
